Senior citizens who took on the roles of city legislators for a day successfully held their Senior Citizen Officers of the Day (SCOFAD) session at the Baguio City Council on October 6, 2025 where all proposals were approved.
All the approved proposals from the SCOFAD session were subsequently endorsed to the appropriate committees of the Baguio City Council for review and proper action. As practiced in previous years, many of these proposals are expected to be adopted by councilors or committees and developed into city ordinances
Replacing Vice Mayor Faustino Olowan for a day, Senior Citizen Ricardo Give presided over the Baguio City Council during the SCOFAD session.
Among the senior citizen councilors who joined the session were Rafael Gayaso who took the place of Councilor Edison Bilog as Chair of the Committee on Employment, Livelihood, Cooperatives, and PWDs; Raymund Ruaro who stood in for Councilor Joel Alangsab as Chair of the Committee on Public Works; and Pio Kidpo who replaced Councilor Jose Molintas as Chair of the Committee on Public Protection.
Ricardo Wong served in place of Councilor Leandro Yangot, Jr. as Chair of the Committee on Ethics, Governmental Affairs, and Personnel; Marivic Meria represented Councilor Vladimir Cayabas as Chair of the Committee on Education, Creativity, ICT, and Non-Indigenous Peoples’ Culture; and Fernando Moyaen filled in for Councilor Peter Fianza as Chair of the Committee on Urban Planning, Lands, and Housing.
Ramon Villagracia took over the role of Councilor Van Oliver Dicang as Chair of the Committee on Market, Trade, Commerce, and Agriculture; Clemente Ramon Marzan replaced Councilor Fred Bagbagen as Chair of the Committee on Public Utilities, Transportation, and Traffic Legislation; and Vivien Paguio assumed the duties of Councilor Paolo Salvosa as Chair of the Committee on Laws and Governance.
Vivian Marie Wa-ay sat in for Councilor Betty Lourdes Tabanda as Chair of the Committee on Social Services, Women, and Urban Poor; Sonia Casaclang replaced Councilor Yuri Kiaco as Chair of the Committee on Tourism, Special Events, and Playgrounds; and Viola Aplosen stood in for Councilor Elmer Datuin as Chair of the Committee on Health and Sanitation, Ecology, and Environmental Protection.
Liga ng mga Barangay President Rocky Aliping, Chair of the Committee on Barangay Affairs, was unseated by Dolores Natividad. Indigenous Peoples Mandatory Representative (IPMR) Maximo Edwin Jr., was replaced by Nene Godoy. Alma Cortes chaired the Committee on Youth, Welfare, and Sports, replacing Sangguniang Kabataan Federation President John Rhey Mananeng.
Meanwhile, Secretary to the Sanggunian Brenner Bengwayan was replaced by Alicia Santiago.
With the success of the session, the senior citizen officers made a motion to formally express their gratitude to the Baguio City Council for giving them the opportunity to serve the city even for a day. They conveyed their appreciation for the chance to experience the legislative process firsthand and contribute ideas that reflect the perspectives and concerns of the senior community.
Next Monday, October 13, 2025, the Scout Officers of the Day (SOFAD) will take their turn, with selected youth leaders assuming the roles of city officials for a day. **Jordan G. Habbiling
