BAGUIO CITY – – The Department of Social Welfare and Development (DSWD) in the Cordillera Region is recognized anew by the Civil Service Commission (CSC) for attaining Maturity Level 2 (Process-Defined HRM) in three core Human Resource Systems under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
In March 2016, the DSWD-CAR was awarded a Certificate of Recognition for meeting the Human Resource Maturity Level 2 (Process-Defined HRM) Indicators for two of the core HR Systems which include the Competencies on Recruitment, Selection and Placement (RSP) and Rewards and Recognitions.
This year, the DSWD-CAR attained Maturity Level 2 for three core systems, with Learning and Development included. This has been the result of the assessment conducted on November 2017 in compliance with the enhanced Maturity Level indicators as institutionalized through CSC Memorandum Circular no. 24, Series of 2016.
The PRIME-HRM is a program of assessment, assistance, and recognition of HRM excellence using global HR standards. It also supports the attainment of the CSC’s vision of becoming Asia’s Center of Excellence in HR and Organizational and Development by 2030.
Under the PRIME-HRM, four Core HR systems are assessed including Recruitment, Selection and Placement, Learning and Development, Performance Management, and Rewards and Recognition with four Maturity Levels, with Level 4 being the highest. Maturity levels include Level 1 for Transactional HRM, Level 2 for Process-Defined HRM, Level 3 for Integrated HRM, and Level 4 for Strategic HRM.

Armas said.
Among the awards received by DSWD-CAR include CSC’s Citizen’s Satisfaction Center- Seal of Excellence Award in 2013 and Gawad Magalang na Ahensiya award given by the Philippine Government Employees Association and the CSC in 2006. **(Nerizza Faye G. Villanueva- DSWD-CAR)
