29 wanted persons arrested in PROCAR’S weeklong manhunt ops; 60 municipalities record zero crime
The Police Regional Office Cordillera Administrative Region (PRO CAR) arrested a total of 29 wanted personalities, while 60 municipalities in the region recorded zero crime incidents during its weeklong anti-criminality campaign from May 18 to 24, 2025.
Based on the reports from the Regional Investigation and Detective Management Division of PRO CAR, Baguio City Police Office (CPO) and Benguet Police Provincial Office (PPO) recorded the highest number of arrests, apprehending 11 individuals each, followed by Abra PPO with four arrests, Kalinga PPO with two arrests, and Mountain Province PPO with one arrest.
Among those arrested, two were identified as Most Wanted Persons—one listed at the Provincial Level and another one at the Municipal Level.
Moreover, the increased police visibility of PRO CAR, coupled with the continued cooperation and support of local communities, contributed to zero recorded crime incidents in 60 municipalities across the region and three police stations in Baguio City.
These include 21 municipalities in Abra, 11 in Ifugao, nine in Mountain Province, seven in Apayao, and six each in Benguet and Kalinga. Additionally, Police Station (PS) 2, PS6, and PS8 of Baguio CPO also reported zero crime incidents.
Furthermore, PRO CAR has exhibited strong investigative and operational capabilities, as reflected in its commendable 77.14% Crime Clearance Efficiency and 77.14 % Crime Solution Efficiency for the period.

BCPO PUSHES FOR SAFER ROADS WITH OPLAN D.R.I.V.E. INITIATIVE
With the surge of vehicular traffic incidents in Baguio City, ensuring road safety remains a priority for both government agencies and the public. Recognizing the need for closer coordination in managing traffic flow, mitigating traffic incidents and promoting safer roads, the Baguio City Police Office (BCPO) convened a multi-agency traffic coordination and stakeholder meeting on May 27, 2025, at BCPO Headquarters.
Heads and representatives from the Land Transportation Office (LTO), Department of Transportation (DOTr), PNP Highway Patrol Group (HPG), City Disaster Risk Reduction and Management Office (CDRRMO), Traffic and Transport Management Division (TTMD), transport groups and members of the media attended the meeting.
The OPLAN D.R.I.V.E. (Discipline, Respect, Infrastructure, Vigilance, and Education) involves a combination of driver behavior, road infrastructure, and law enforcement. Key elements include prioritizing safety for all road users, including pedestrians, cyclists, and drivers, through education, enforcement of traffic laws, and the implementation of safer roads and vehicles. This is anchored on the Three E’s of
Road Safety: Engineering, Education, and Enforcement. Through this initiative, BCPO seeks to strengthen synergy among agencies as they carry out their respective traffic safety mandates.
Participants acknowledged that while human error remains a major cause in traffic incidents, other factors like road conditions, weather, traffic signages and other circumstances also play a crucial role. The group discussed strategies to improve traffic management systems, enhance road safety infrastructure, and conduct sustained public awareness campaigns for both motorists and pedestrians.
BCPO City Director PCOL RUEL D TAGEL emphasized the value of interagency collaboration. “Road safety is not just the turf of enforcers but a shared societal responsibility, and everyone must do their part to reduce traffic accidents,” he said.
The meeting concluded with a common understanding that road safety highlights a complex issue that needs a collective and multi-faceted approach, encompassing education, infrastructure, and enforcement.**
