Councilor Fianza has filed two proposed ordinances that would formally declare unused portions of road lots in Dizon-Manzanillo and Camdas Subdivision Bargangays as abandoned to allow the city the city to reclassify areas long occupied or no longer needed for road access, subject to verification through final technical surveys.
These two proposals aim to resolve long-standing land-use ambiguities by clearly identifying road sections that are no longer needed and enabling the city to consider alternative uses for these areas once the technical surveys are completed.
The first proposed measure focuses on a road lot in Residential Section “K” of Dizon-Manzanillo Barangay, covered by TCT No. T-33290.
Although originally designated as a road lot, large portions of the 9,272-sqm area have long been encroached upon or left idle, with only Adarna Street and a portion connected to Kalapati Extension functioning as actual access routes.
The ordinance directs the city to declare unused sections as abandoned and no longer part of the road system. A validation survey by the City Engineering Office (CEO) will determine the exact boundaries of the areas to be withdrawn from road-lot use, and the resulting technical description will be incorporated into the ordinance.
The second proposed ordinance pertains to Street Lot 2 in Camdas Subdivision, registered under TCT No. T-439.
The lot was originally intended to provide access to subdivision properties, as noted in a court order annotated in the title. However, previous actions and requests from adjoining property owners highlighted the need to clarify which portions of the road lot were actually being used.
To comply with Section 21 of the Local Government Code, the ordinance formally declares the street lot as abandoned for road purposes except for any segment that remains essential for public access.
It likewise mandates a final survey by the CEO to establish the current condition and status of the lot, with the approved survey plan becoming part of the ordinance.
The proposed ordinance was approved on first reading by the Baguio City Council on November 17, 2025 and was referred to the Committee on Urban Planning, Lands, and Housing for review. **Jordan G. Habbiling
