Qualified Overseas Filipino Workers (OFWs) who fell short of the 80.00 passing rate in the Civil Service Commission’s (CSC) Career Service Examination (CSE) at either the Professional or Subprofessional level may now qualify for additional points under a new CSC policy.
Recognizing the significant contributions of OFWs to the country, the CSC promulgated CSC Resolution No. 2600596 dated 30 April 2026. The policy establishes the Overseas Filipino Workers–Preference Rating (OFW-PR), which grants additional points to qualified OFWs based on their length of overseas employment and work performance.
CSC Chairperson Yap explained that the policy seeks to provide OFWs with an opportunity to secure civil service eligibility and qualify for regular appointment in government service.
“The CSC acknowledges the vital contributions of OFWs to the national economy and their potential for reintegration into the Philippine government’s career service. By granting qualified modern heroes additional points in the CSE, we open opportunities for regularization and promotion in the career service, thereby contributing to national development in the long run,” Chairperson Yap said.
This policy expands the CSC’s existing preference rating system to include Filipinos employed overseas, following the successful implementation of CSC Resolution Nos. 2301123 and 2500164, which grant Career Service Examination-Preference Rating (CSE-PR) to specific groups of government workers, as well as military and uniformed personnel, respectively
Before issuing the policy, the CSC conducted consultation meetings with key internal and external stakeholders, including the Department of Migrant Workers and CSC Regional Offices (ROs). These meetings addressed concerns and established appropriate conditions for extending the benefit to OFWs while upholding the civil service principles of merit and fitness.
-Requirements for OFWs
CSC Resolution No. 2600596 covers OFWs who have taken but failed the CSE, either at the Professional or Subprofessional level, through the Pen-and-Paper Test (PPT) or other examination modes, beginning with the 9 August 2026 CSE and subsequent examinations.
To qualify, applicants must have rendered at least five (5) years of aggregate service as an OFW between 1 January 2000 and their date of application. This service can be continuous or intermittent. This policy includes individuals under contract for overseas employment but have not yet left the Philippines, but excludes participants in government-recognized visitor program for cultural and educational purposes.
Qualified applicants can receive a maximum of 10 preference rating points, which will be added to their actual exam score to help them reach the 80.00 passing mark and secure civil service eligibility. Consequently, the final rating reflected on the applicant’s Certificate of Eligibility (COE) will be capped at exactly 80.00.
Aside from meeting the service requirement, applicants must submit documentary proof of satisfactory work performance as an OFW. This includes performance ratings or their equivalent covering the last or available two rating periods prior to the filing of the application. Applicants may also submit certificates, awards, citations, or recognitions from the employing country or employer that attest to commendable or significant achievements.
Applicants must submit the completed application form and all required documents to the CSC RO or Field Office (FO) where they originally registered for the CSE. All requirements must be filed within six (6) months from the date the exam results are released or posted on the CSC Official Website.
The granted eligibility will correspond to the exam level taken. Thus, an applicant who failed the CSE-Professional Level will receive an OFW-PR (Professional), while a Subprofessional applicant will receive an OFW-PR (Subprofessional). Applicants may only avail this grant once.
The CSC clarified that while the OFW-PR grants civil service eligibility, it does not automatically guarantee employment. They must still meet all other qualification standards for their target position, such as educational attainment and relevant training.
CSC Resolution No. 2600596 was published today, 18 June 2026, and will take effect after 15 days.**
