PRO CAR Recognizes Top-Performing Police Offices in 1st Quarter CY 2026 UPER
The Police Regional Office Cordillera Administrative Region (PRO CAR), under the leadership of PBGEN ERICSON D DILAG, Regional Director, continues to uphold excellence in police service, as reflected in the results of the 1st Quarter CY 2026 Unit Performance Evaluation Rating (UPER), which recognized the performance of its Police Provincial Offices (PPOs) and City Police Office (CPO).
Based on the results of the standardized UPER assessment system, the Baguio CPO emerged as the top-performing unit, garnering an overall rating of 84.89% to secure the top rank among the PPOs and CPO of PRO CAR and earning an adjectival rating of “Very Satisfactory.”
Completing the Top 3 were the Benguet PPO, which ranked second with a rating of 84.22%, and the Mountain Province PPO, which placed third with a rating of 83.59%. All three police offices earned an overall adjectival rating of “Very Satisfactory,” reflecting their sustained commitment to efficient and effective police operations.
The UPER is a standardized performance assessment tool of the Philippine National Police (PNP) that measures the operational efficiency, administrative compliance, and accomplishments of police units from the Regional Offices down to the Police Stations. It serves as a benchmark for evaluating organizational performance and ensuring the continuous delivery of quality police service.
PBGEN DILAG commended the collective efforts of all units and emphasized that the UPER results reflect the dedication, professionalism, and commitment of every police officer in the region.

36 arrested, 55 municipalities crime-free in PRO CAR’S weeklong anti-criminality drive
The Police Regional Office Cordillera Administrative Region (PRO CAR) recorded notable gains in its anti-criminality efforts from June 27 to July 4, 2026, resulting in the arrest of 36 wanted persons through the service of warrants of arrest and the attainment of zero crime incidents in 56 municipalities across the region.
Based on data from the Regional Investigation and Detective Management Division, the Baguio City Police Office (CPO) recorded the highest number of arrests with 16 wanted persons apprehended, followed by the Benguet Police Provincial Office (PPO) with 12 arrests, the Kalinga PPO with four arrests, the Abra PPO with three arrests, and the Apayao PPO with one arrest.
Among those apprehended, seven were listed as Most Wanted Persons: four at the Provincial Level and three at the Municipal Level.
These accomplishments were complemented by sustained police visibility and intensified patrol operations, which contributed to the maintenance of peace and order across the region. As a result, a total of 55 municipalities recorded zero crime incidents, including 23 municipalities in Abra, nine municipalities in Ifugao, seven municipalities each in Benguet and Mountain Province, five municipalities in Apayao, and four municipalities in Kalinga. Moreover, Police Station (PS) 1, PS 2, and PS 5 of the Baguio CPO also reported zero crime incidents during the same period.
