A new chapter in the leadership of the Baguio City Police Office (BCPO) formally commenced as PCOL NIXON LARUAN LAOYAN assumed his post as the new City Director during the Turnover of Office Ceremony held at the Titanium Hall, Supreme Hotel, Magsaysay Avenue, Baguio City, on September 8, 2026.
PBGEN NOEL B VALLO, Regional Director of the Police Regional Office Cordillera Administrative Region (PRO CAR), graced the ceremony and presided over the formal transition of command from PCOL RUEL D TAGEL, outgoing City Director, to PCOL LAOYAN.
The ceremony recognized PCOL TAGEL’s commendable leadership and service as BCPO City Director from October 8, 2024, to September 7, 2026. He was conferred the Medalya ng Pambihirang Paglilingkod (PNP Special Service Medal) in recognition of his exceptional service and dedication.
PCOL LAOYAN was likewise conferred the Medalya ng Kasanayan (PNP Efficiency Medal) in recognition of his eminently meritorious leadership and service as Chief of the Regional Intelligence Division, PRO CAR, from April 21, 2025, to September 7, 2026.
The turnover of the Office Symbol and Property and Equipment Inventory Book, led by PBGEN VALLO, likewise highlighted the ceremonial transfer of command, responsibility, and accountability, signifying the continuity of service and proper stewardship of government resources.
In his inaugural message, PCOL LAOYAN vowed to lead the BCPO with professionalism, integrity, discipline, and dedication. He emphasized the importance of teamwork, effective police operations, crime prevention, police visibility, and strong collaboration with the community and partner agencies.
PBGEN VALLO emphasized the importance of continuity in leadership, professionalism, and collective responsibility in maintaining peace and order and ensuring public safety in Baguio City.
“Every interaction matters. Ang isang simpleng pagtulong sa nangangailangan, maayos at magalang na pagtugon sa isang complainant, mabilis na pagresponde sa isang emergency, o pagiging visible at approachable sa komunidad ay maaaring magpalakas ng tiwala sa kapulisan,” PBGEN VALLO added.
