BAGUIO CITY, May 31– Baguio City Mayor Mauricio Domogan welcomed yesterday the delegates of the 2017 Liga –Manila Barangay Congress, saying federalism should be given a chance.
The 2017 Liga-Manila Barangay Congress on May 30 and 31 here discussed issues on federalism.
Domogan, in his welcome message, said a transitory government, however, is needed before the full implementation of federalism can materialize.
Federalism, he said, will benefit local government units (LGUs) with more of the revenue they generate directly going to their coffers. He said these funds can be utilized by the LGUs in providing goods and services to their constituents as well as execute their programs without being at the mercy of the central government.
Dr. Enrico Sampang, resource speaker for federalism, said the President “finds federalism the solution to the many problems of the nation.”
Among the topics discussed include how to take the lead in promoting public awareness on federal form of government, the different forms of federal government, proposed federal government of the Philippines, procedures for amending the constitution to come up with the federal government of the Philippines and how federalism is different from the presidential and unitary systems. **Tarla F.
