Effective 1 October 2025, individuals granted with Civil Service Eligibility under special laws and Civil Service Commission (CSC) issuances will receive their Certificates of Eligibility (CoE) printed on official letterhead.
Under CSC Resolution No. 2500911 promulgated on 20 August 2025, the CSC formally adopted the printing and issuance of CoE on its official letterhead for individuals granted with eligibility.
This change replaces the use of security paper and is intended to streamline the process, reduce costs, and maintain document authenticity through the use of the CSC dry seal and authorized signatories.
Meanwhile, the official “dry seal” together with the signatures of authorized signatories shall be the means to provide originality, authenticity, and legitimacy to the CoE printed on the letterhead.
The resolution covers the 11 types of special eligibilities, namely:
Barangay Health Worker (RA 7883)
Barangay Nutrition Scholar (PD 1569);
Barangay Official (RA 7160);
Career Service Eligibility – Preference Rating;
Electronic Data Processing Specialist;
Foreign School Honor Graduate;
Honor Graduate (PD 907);
Sanggunian Member (RA 10156);
Scientific and Technological Specialist (PD 997);
Skills Eligibility – Category II; and
Veteran Preference Rating.
It shall also apply to any future special eligibilities that the CSC may grant.
The CSC noted that the new policy supports the implementation of CSC Resolution No. 1101645 which allows government agencies to accept various forms of CoEs, whether original, authenticated, certified as true, photocopies, scanned, or even site/screen capture during the attestation process to easing the burden on applicants submitting requirements and agencies alike.
Meanwhile, CSC Resolution No. 2300248 promulgated on 25 April 2023 allows the printing and acceptance of COEs for Professional and Subprofessional levels on the CSC letterhead. In addition, passers can also use the Civil Service Eligibility Verification System (CSEVS) to access and screenshot their eligibility information as an official document.
