The city government encourages the public to start cleaning the tombs of their departed loved ones in the various private and public cemeteries to avoid congestion and vehicular traffic during the traditional observance of All Souls Day and All Saints Day.
This was agreed by members of the Oplan Kaluluwa 2025 committee during their series of meetings in preparation for the observance of ‘undas’.
City Administrator’s Office Supervising Administrative Officer Gaudencio Gonzales who led the meetings said, “as in the past, early cleaning ensures a safe and orderly observance of remembering our departed.”
He added, it was observed that early clean-up will ensure that debris, cut grass and other vegetation are properly hauled out and disposed of by personnel of the City Environment and Parks Management Office prior to visitation days.
During the meeting, it was agreed that cemetery cleaning and painting period will be from Oct. 13 to 29, 2025.
Cleaning tools and painting activities will no longer be allowed from Oct. 30 to Nov. 2, 2025 to ensure a safe and orderly observance of All Souls Day & All Saints Day. Also not allowed during undas are deadly or bladed weapons; loud speakers; alcoholic beverages, and gambling paraphernalia.
During the visitation days from Oct. 30 to Nov. 2, selling inside and within the periphery of the public cemetery is not allowed. Parking will also be disallowed but those going to the cemeteries with vehicles will be assisted for a drop and go scheme.
Inquiries on retail of cut flowers and candles is under the management of the City Treasury Office at the City Hall during office hours from Monday to Friday (8AM-5PM). About 75 slots will be available on a first come, first served basis with minimal regulatory fees to be paid.
The City Council approved the temporary use of Perfecto Street as a retail area for candles and flowers from Oct. 27 to Nov. 2, 2025 only.
The Old Auditorium Area at Burnham Park will be allowed for wholesale or bagsakan of flowers during Undas only but retail is not allowed.
Additional guidelines and vending sites are yet to be announced pending legislative approval. ** JMPS
