Drowning incident
This pertains to the drowning incident that transpired in Sitio Calew, Dalupirip, Itogon, Benguet at around 9:00 AM of June 7, 2019. The victims were identified as Kyla Mae D. Fernandez, Grade 9; Dickzy Mae M. Catos, Grade 7, both natives of Ansipsip, Kayapa; and Angel Hernandez, Grade 9, native of Quirino Province. They were all students of the Blessed His Place Academy Inc., Dalupirip, Itogon, Benguet.
Investigation disclosed that the three students went to the river to swim. While swimming, one of the students was about to drown that prompted her two companions to try to rescue her but due to lack of swimming skill, they all drowned. Members of the Barangay Rescue Team, personnel of Itogon MPS and the LGU of Itogon retrieved the unconscious victims and brought them to the Itogon District Hospital in Sitio Kireng, Tinongdan, Itogon, Benguet for medical treatment but they were declared dead on arrival by Dr. Roselyn M. Saley.
35 PROCOR units conferred proficient status
Thrity five (35) different units of Police Regional Office Cordillera (PROCOR) were awarded this week with the Proficiency Seal and Eagle Awards by the Deputy Director of the Directorate for Integrated Police Operations-Northern Luzon (DIPO-NL), Police Brigadier General Allan Cuevillas, at Camp Major Bado Dangwa, La Trinidad, Benguet.
BGen Cuevillas together with the PROCOR Regional Director, BGen Israel Ephraim Dickson and members of the PROCOR Command Group who led the awarding of the Proficiency Seal and Eagle Awards to the following units for successfully passing the third stage of the PNP’s transformation plan, the PNP P.A.T.R.O.L. Plan 2030.
For Benguet Province Police Office (PPO), La Trinidad and Bakun Municipal Police Stations were awarded with Gold Eagle Award while Benguet Provincial Mobile Force Company (PMFC), and the Municipal Police Stations of Atok, Buguias, Itogon, Kabayan, Kapangan, Kibungan, Sablan, Tuba and Tublay were awarded with the silver Eagle Award.
For Ifugao PPO, awardees of Gold Eagle Award are Ifugao PMFC and Lagawe MPS, while recipients of the Silver Eagle Award were the MPS of Aguinaldo, Alfonso Lista, Asipulo, Banaue, Hingyon, Hungduan, Kiangan, Lamut, Mayoyao and Tinoc.
For Kalinga PPO, only Rizal MPS bagged the Gold Eagle Award followed by the Silver awardees which are Kalinga PMFC, Balbalan, Lubuagan, Pasil, Pinukpuk, Tabuk, Tanudan and Tinglayan MPS.
The proficiency seal and eagle awards were received by the concerned chiefs of police and company commanders together with their respective advisory councils. Awardees for the Gold Eagle Award has attained the ratings of 96% and above while awardees of Silver Eagle Award has attained a ratings of 90% to 95.99%.
Moreover, plaques and certificates of recognition were presented to various PROCOR units for the commendable performance and invaluable service rendered during the Field Visit, Inspection, SIMEX and Red Teaming Operations that led to the successful conduct of 2019 Midterm National and Local Election (MNLE) conducted by the DIPO-NL. Units awardees were RMFB 15, Abra PPO 2nd PMFC, Apayao PPO 1st PMFC, Baguio City CMFC, Benguet PPO 1st PMFC, and Ifugao PPO 1st PMFC. Likewise, awardees of the same recognition were Bangued, Luna and Rizal MPS.
In PROCOR’s Performance Governance System journey, PROCOR is a recipient of the Golden Eagle Award during the Initiation Stage, Silver Eagle Award in the Compliance Stage with the highest numerical rating nationwide and the 1st Police Regional Office to confer the Compliant Status to all its lower units. For the Proficiency Stage, PNP Cordillera, once again, bagged the Gold Eagle Award.
