The Department of Agrarian Reform – Cordillera Administrative Region and Department of Agrarian Reform (DAR-CAR) and DAR Region VII gathered on February 19, 2026, at 456 Hotel in Baguio City to honor outgoing Regional Director Engr. Jimmy S. Santiago and warmly welcome incoming Regional Director Atty. Sheila B. Enciso.
In her welcoming message, DAR-CAR Assistant Regional Director for Administration Virginia D. Aycud thanked RD Santiago for his work and encouraged everyone to extend their full support to the incoming leadership as the region moves forward together.
DAR Adjudication Board (DARAB) Board Member III Atty. Rolando S. Cua expressed his gratitude to the Cordillera officials for their warm welcome and shared his deep trust and confidence in the region, grounding his message in faith and commitment to service.
DARAB Board Member III Atty. Jim G. Coleto highlighted the strengths of both
leaders—recognizing RD Santiago as an engineer whose expertise makes him an asset to the institution, and affirming RD Enciso’s competence as both CPA and lawyer, emphasizing that her leadership and capability make her well-equipped to serve and deliver for the region.
Adding cultural depth and meaning to the ceremony, a traditional presentation and community dance led by Sekyad Di Cordillera formally welcomed RD Enciso and the Region VII delegation into the Cordillera. The performance symbolized blessings, unity, and goodwill—reflecting the Cordilleran spirit of honoring leadership, strengthening community ties, and offering guidance for a meaningful journey ahead.
RD Santiago will assume the new role at DAR Central Office as Special Assistant, leaving behind a legacy of dedication, principled leadership, and sincere service to the Cordillera. Meanwhile, Atty. Sheila B. Enciso takes on her role as concurrent Regional Director for DAR-CAR and DAR Region VII—bringing with her a leadership shaped by resilience, professional excellence, and a strong commitment to collaborative and people-centered public service.**
