For many decades already, the Bases Conversion Development Authority continues to snob the city. It just continues to occupy the former Camp John Hay and introducing improvements thereat and making money from such without even satisfying the conditions therefor set by the local government unit. As such, it should be booted out from the place for the government to take over.
How about the share of the city from money collected in the past? Nothing was ever remitted by the BCDA to the city. And yet they continue to plan for the development of the area and collecting money from whoever who wants to operate a business there.
Who are entitled to such amounts, call it rental or whatever? It is the people of Baguio City who are entitled to that to be used for improvement of their welfare or for whatever purposes their representatives might decide.
So the city councilors should come up with more coercive measures to make the BCDA pay their obligations to the people of the city. Otherwise, it would be abdication of their mandate to serve the people’s interest which at the very least is gross negligence or incompetence. The very least they can do now is to continue badgering that entity to pay its dues to the city and its people. If that proves unavailing as it did in the past, then more coercive measures should be used. For the people cannot wait forever. And they are very much aware of such possible remedies.**
