May 28, 2026 – The city government reported updates on its projects pursued under the Public-Private Partnership (PPP) scheme.
During the Management Committee meeting led by Mayor Benjamin Magalong on May 26, 2026, City Legal Officer Althea Alberto said that out of the eight PPP projects, one project is moving toward implementation while three remain active and four are considered inactive.
Leading the projects for implementation is the Baguio City Integrated Terminal (BCIT) with proponent Megawide Construction Corporation under a lease agreement worth P 1.18 billion.
The project contract was signed on January 21, 2026 and the city created a Project Steering Group through Executive Order No. 37, series of 2026.
An updated project design is scheduled for presentation to the Technical Working Group on the same day, May 26, 2026.
The Smart Urban Mobility Project proposed by Metro Pacific Tollways Corporation worth P2.53 billion remains active under a concession agreement.
The project was returned to the Local Chief Executive for approval by the City Development Council and for the conduct of a proof of concept requested by the City Council.
A data-sharing agreement between the city and MPTC for the use of CBMS data has already been signed.
Another active project is the Development and Improvement of the Asin Hydroelectric Power Plants by Repower Energy Development Corporation under a joint venture worth P1.27 billion.
The proposal is currently awaiting approval by the city council with final approval targeted on July 17, 2026.
The Committee on Public Utilities earlier held a meeting on April 21, 2026 to discuss issues related to the project’s implementation.
The Bulk Water Supply Project, estimated at P18 billion under a build-operate-transfer scheme is awaiting submission to the Regional Development Council. The feasibility study for the project was turned over to the city on May 14, 2026.
Four projects were listed as inactive.
The Market Redevelopment Project proposed by SM Prime Holdings, Inc. worth P4.5 billion was withdrawn by the proponent during the approval phase.
Negotiations for the Baguio Central Terminal and Cultural Center project with All Asia Structures, Inc. lapsed on December 19, 2025, resulting in failed negotiations for the P1.5 billion joint venture proposal.
The Mixed Use Infrastructure for Socialized Housing-4PH Project by Zeta World Realty Inc. worth P4.3 billion also failed evaluation after submitted documents were deemed insufficient for assessing the project’s financial and economic viability.
Negotiations also failed for the Baguio Transport Solutions Project involving an elevated monorail and electric bus system proposed by Metro Renewable Transport Solutions, Inc. worth P11.6 billion.
Mayor Benjamin Magalong had pushed for the PPP scheme for the city’s big ticket projects to fund large-scale infrastructure without draining the city’s limited local budget.
