In a move to prioritize the health and camaraderie of local governance leaders, the Baguio City Council enacted Ordinance No. 68, Series of 2026 on July 6, 2026, institutionalizing the “Palarong Pambarangay” as an annual city-wide sports event.
The landmark legislation, principally authored by Liga ng mga Barangay President Rocky M. Aliping and signed by Mayor Benjamin B. Magalong on July 14, 2026, establishes a structured and permanent avenue for sportsmanship and physical fitness exclusively for the city’s elected and appointed barangay officials.
The ordinance was prompted by the recognition that barangay officials serve at the forefront of public service, often facing high occupational stress and sedentary routines that limit opportunities for wellness. By institutionalizing this program, the city aims to provide much-needed stress relief and mental well-being for those managing the city’s 128 barangays.
Participants will compete in a variety of disciplines, such as basketball, volleyball, badminton, table tennis, chess, billiards, darts, athletics, swimming, and pickleball. The City Mayor’s Office, through its Special Services Division (CMO-SSD) and in coordination with the Liga ng mga Barangay, will oversee the rules and specific mechanics of the events.
To ensure the program’s sustainability, the City Government will appropriate P2,500,000.00 annually from the City Budget. This funding will specifically be mapped under the “Integrated Palarong Pambarangay and Barangay Day”. The city will also provide medals, trophies, and cash incentives for winners and outstanding participants.
The ordinance includes strict safeguards to maintain the integrity of the program. It explicitly states that the games must be strictly non-partisan and cannot be used for political campaigning.
