TABUK CITY, Kalinga (PIA) — Public school learners and teachers in Southern Tabuk District III will soon have better access to learning materials and basic health services following the inauguration of a new library hub and school clinic in Barangay Balawag here on July 27, 2026.
The establishment of the two facilities is in line with the priority of the administration of President Ferdinand Marcos Jr. of strengthening the country’s education sector through better learning facilities and services.
The Library Hub, a major education infrastructure project of the Schools Division Office (SDO)-Tabuk worth P21.34 million, will serve as the division’s centralized center for acquiring, organizing, preserving, and distributing learning resources to public elementary and secondary schools.
The one-story facility is equipped with support amenities, including a hybrid solar power system, water system, perimeter fence, solar lighting, furniture, and slope protection. Supplementary learning resources procured last year are also set to be transferred to the hub to allow its immediate use.
Also inaugurated was a P4.6-million school clinic equipped with a dental chair, water supply system, and facilities for basic medical and dental services.
The library hub and clinic will serve learners and teachers from Balawag Central School, Balawag National High School, Binongsay Elem. School, Malin-awa Elem. School, Addang Elem. School, Paligatto Elem. School, Suyang Elem. School, Amlao Integrated School, and Amlao Elem. School.
Officer-in-Charge Schools Division Superintendent Dr. Christopher C. Benigno said the projects support one of DepEd’s five core agenda of continuously improving the quality of education by strengthening school infrastructure and facilities.
He said the Library Hub is expected to enhance literacy by improving access to quality learning materials, while the new clinic will help provide a safe, inclusive, and learner-friendly school environment through accessible medical and dental services.
Mayor Darwin C. Estrañero said the facilities reflect the city’s continued investment in education and human resource development.
“These facilities were built for our learners because investing in education is an investment in our future.
