BAGUIO CITY – Lone District Rep. Mauricio Domogan is pushing for the passage of a law to make pre-audit and geo-tagging mandatory requirements before the government pays for infrastructure projects.
Domogan said pre-audit would serve as a standard process and quality check, while geo-tagging would establish the exact location of government-funded infrastructure projects.
“This was a practice in the past but was removed during the administration of President Noynoy (Benigno Aquino III),” he said during a press conference on Saturday.
He said the Commission on Audit (COA) has approved the proposal in principle but a law is needed to ensure that pre-audit and geo-tagging become mandatory processes.
“This is a protection to ensure that public funds used in infrastructure projects are properly utilized and that there will be no repeat of the flood control controversy involving either ghost project or substandard project,” he said.
Domogan said he also wants to determine whether the COA has included funding in its budget to hire additional personnel who would ensure the implementation of pre-audit and geo-tagging, pending approval of the bill he principally authored.
“During their budget hearing, I want to see this if they will do a safeguard for the public’s money,” Domogan said.
The lawmaker said that during the budget hearing for the 2026 General Appropriations Act (GAA), he had already proposed making the requirements mandatory, but the provision was not included, prompting him to file the bill. **Liza Agoot
