BENGUET. Police Regional Office-Cordillera is ready for any civil disturbance as proven when an inter-provincial civil disturbance management competition was held at the parade grounds of PRO-Cor at Camp Bado Dangwa, La Trinidad, Benguet on April 25, 2018.
The competition was participated in by all police provincial offices, Baguio CPO and Regional Mobile Force Battalion (RMFB 15) composed of a platoon size CDM teams with 33 males, eleven females and five personnel who served as support team. This was conducted to test the preparedness of all Civil Disturbance Management units. All teams were graded and inspected through the completeness of CDM composition, equipment, uniforms and support elements; observation of maximum tolerance despite the attitude of rallyists; and extent of preparation and profound responses in addressing various threats during emergency situations.
The CDM competition was aimed to promote discipline, excellence, competence and efficiency of the CDM members to respond and manage civil disturbances with high regards and respect for the rights of every person whenever threats and other civil disturbances arise especially during the Labor Day and the upcoming Barangay and SK elections.
During the competition, the participants competed in three phases, 1st phase– for inspection on the completeness of CDM composition, equipment, uniforms and support elements, 2nd phase– for problem solving, and 3rd phase– for the demonstration of the eight basic CDM formations. The degree and level of adequacy of preparation, effectiveness and swift response in addressing the various threat groups during emergency situations while implementing maximum tolerance was displayed by the competitors.
PSSupt. Sterling Raymund Blanco, deputy regional director for operations chaired the panel of judges with Atty. Rommel Daguimol, RD, CHR-CAR; Atty. Henry Dungala, Provincial Officer, NAPOLCOM-Benguet; PSupt. Henry De Sesto, PCInsp. Thrislyn Sagpaey, PCInsp. Dominga Terrado, PCInsp. Denver Guzman, PCInsp. Joeffer Bangayan and PSInsp. Leonard Danasen as members who are all from the regional headquarters.
PCSupt. Edward E Carranza presented the award of Medalya ng Kasanayan to Baguio City Police Office for being the over-all champion with a general average of 96.60 % besting the other seven CDM units. Medalya ng Papuri awards were given to Benguet PPO for garnering the second place with an average of 94.57 % and Kalinga PPO who landed at third place with 94.44%.
Other special awards were also given to winners of each phase of the competition. For the 1st phase, BCPO and RMFB 15 tied for the 1st place while Benguet PPO and Apayao PPO settled for second and third place, respectively. The 2nd phase 1st placer was bagged by RMFB15, Benguet PPO for the second place and a tie for BCPO and Mountain Province PPO for the third place. The 3rd and last phase was given to BCPO for garnering the 1st place, Kalinga PPO and Ifugao PPO for second and third place respectively.
