The City Disaster Risk Reduction and Management Council (CDRRMC) activated its response clusters from October 24 to November 5, 2023 in preparation for the 2023 Barangay and Sangguniang Kabataan Election (BSKE) and the observance of the traditional All Soul’s and All Saints Day.
Mayor Benjamin B. Magalong being the chairman of the CDRRMC issued Memorandum No. 13, series of 2023 for the activation of the CDRRM council members, response clusters, barangay DRRM committees and all other agencies concerned for the preparedness and response for the said major events.
Per the memorandum, the CDRRM office and Smart City Command Center (SC3) will be on red alert status from October 29-30, 23 during election day including pre- and post-election day monitoring as well as during undas from November 1-3, 2023.
Alert status is lowered to blue during the campaign period from October 24 to 28, 2023 and during the long weekend from November 3 to 5, 2023.
Alert activation of the CDRRMC and the SC3 will provide timely, accurate and appropriate coordination with all warning and frontline service agencies, the mayor said.
The City Health Office is also directed to activate all Barangay Health Emergency Response Teams (BHERTs) and ensure availability and accessibility of all District Health Centers.
The memorandum also mandates the City Engineering Office Traffic and Transport Management Division to provide traffic management and towing services; the Baguio City Police Office to ensure peace, order, safety and security of the general public; and, the Bureau of Fire Protection to ensure delivery of emergency response for fire incidents, medical and rescue.
Meanwhile, all barangay DRRM committees are mandated to activate their respective Emergency Operations Center (EOC), and monitor their respective areas of responsibility mainly on traffic management and emergency response.
The order also mandates all administrative officers of concerned offices and the city’s Human Resource Management Office to facilitate the processing of overtime pay or compensatory time off of all qualified personnel providing services from October 30 to November 5, 2023. **JMPS
