Bontoc, Mountain Province – The Municipal Government of Bontoc continues to enhance its human resource management systems, competencies, and practices, striving to elevate public sector performance and ensure efficient and effective public service delivery.
As a result of these sustained efforts to institutionalize effective HR mechanisms, the Bontoc LGU was conferred the PRIME HRM Accreditation Award from the Civil Service Commission (CSC)-Cordillera Administrative Region (CAR).
The PRIME-HRM Accreditation was conferred upon LGU Bontoc after it attained Maturity Level II in two HR core areas, namely Performance Management (PM) and Recruitment, Selection, and Placement (RSP).
Further, a Certificate of Recognition was also awarded to the LGU for meeting Maturity Level II in another HR Core Area of Learning and Development. This award affirms the LGU’s initiatives to enhance the knowledge and skills of its personnel as part of its effort to improve efficiency and deliver quality public service.
According to HRMO III Arleen Eickmee Gasmeña, LGU Bontoc is now one step closer to achieving the Bronze Award, with only one remaining HR core area — Rewards and Recognition — left to be completed.
The accreditation and Certificate of Recognition were formally presented by CSC-CAR Regional Director Fernando Mendoza on April 30, 2025, at the Mayor’s Conference Hall, Bontoc Municipal Capitol.
In his message, RD Mendoza congratulated the Municipal Government of Bontoc for obtaining the awards, emphasizing that the recognitions reflect the LGU’s commitment to uphold the principles of professionalism and continuous improvement in the public sector.
“May this be a motivation to all of you to continue striving for excellence in public service,” he added.
Meanwhile, Mayor Jerome “Chagsen” Tudlong, Jr., lauded the efforts of the LGU personnel and expressed gratitude for their hard work and dedication.
“These awards are a result of our collective dedication to transform our office culture into one that values growth, transparency, and professionalism. It is a recognition of our ongoing mission to serve with competence and integrity,” Tudlong added.
The PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) aims to enhance the HR management competencies of government agencies. It involves a comprehensive assessment of HR practices, engaging both HR officers and rank-and-file employees.
