Dec. 9, 2025 – City Treasurer Alex Cabarrubias has issued a public notice on the issuance, processing and payment of real property tax and business permits beginning January 2026.
According to the advisory, Real Property Tax (RPT) bills and statements are now available online through the city’s eBPLS portal. Business owners and property taxpayers can log on to ebpls.baguio.gov.ph to request and download their statements following the instructions provided on the site.
Beginning January 2, 2026, all assessments for the renewal of business permits will likewise be available exclusively through the same online portal. Cabarrubias stressed that City Hall will no longer issue printed business tax assessments or real property tax statements and securing these documents online will be mandatory.
Only taxpayers unable to generate their documents online due to issues such as “No Record Found” will be accommodated at the Treasury Office. Those affected must present a screenshot of the error message along with supporting documents, including income tax returns, audited financial statements and other proof of gross receipts for the years 2023 to 2025.
To avoid overcrowding at the One-Stop Shop, the city will implement strict month-by-month scheduling for business permit renewals based on the business owner’s family or corporate name:
• January 2–31: A to H
• February 1–28: I to P
• March 1–20: Q to Z and names starting with numbers or special characters
Cabarrubias reminded business owners to follow the schedule strictly, noting that those who attempt to renew outside their designated month will not be entertained. Failure to renew within the allotted period will result in penalties computed from January 1, 2025.
Businesses with scheduled bidding activities in January, February, or March—but whose renewal month falls outside these periods—may be accommodated upon presenting an Invitation to Bid and proof of payment for bid documents.
Payment of real property tax will remain open to all taxpayers regardless of schedule though Cabarrubias cautions the public to expect long queues at City Hall.
To avoid delays, taxpayers are encouraged to utilize online payment options:

• Email or include in the letter the complete details of the property or business being paid for.
Cabarrubias appealed for the public’s cooperation and understanding as the city transitions to more efficient digital systems urging taxpayers to use online channels whenever possible to save time and reduce foot traffic at City Hall. ** Aileen P. Refuerzo
