BAGUIO CITY (PIA) — The Civil Service Commission Cordillera Administrative Region (CSC-CAR) has announced the regional winners of the “Gawad Lingkod Bayani”, formerly known as Search for Outstanding Government Workers on September 29, 2025.
Atty. Kathy A. Olano, CSC-CAR Public Assistance and Liaison Division chief, said during the Kapihan sa Baguio forum that five from the region are national semi-finalists in two of the three award categories.
Regional awardees for the Gawad Dangal ng Bayan are Divina M. Padsungay (National Semi-Finalist), Midwife II, Baguio General Hospital and Medical Center (BGHMC); Jessie S. Annasiw, Superintendent, Bureau of Fire Protection – CAR; Rojhelea An Marie S. Claur, Social Welfare Officer IV, Department of Social Welfare and Development – CAR; Albert A. Mogol, Director II, Office of Civil Defense – CAR; Luis C. Palonga, Jr., Local Treasury Operations Officer I, City Government of Baguio.
The Gawad Dangal ng Bayan is awarded to those who exemplify the norms of conduct under Republic Act 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees.
For the Gawad Pagasa (Individual Category), the awardees are Florencio B. Rifareal, Jr. (National Semi-Finalist), Project Development Officer II, DepEd – Schools Division of Abra; Araceli A. San Jose (National Semi-Finalist), Director IV, Department of the Interior and Local Government; Henry M. Alunday, Public Schools District Supervisor, DepEd – Schools Division of Tabuk City; Mary Melodee Anne W. Anipew, Administrative Officer IV, Department of Social Welfare and Development – CAR; Caroline L. Asimao, Midwife IV, LGU – Paracelis, Mountain Province; Heidi B. Briones, Head Teacher III, DepEd – Schools Division of Mountain Province; Dominga L. Dawe, Nutritionist Dietitian II, Baguio General Hospital and Medical Center; Roderick D. Lagazo, Local Treasury Operations Officer II, City Government of Baguio; May Grace A. Palicdon, Supervising Administrative Officer (Budget Officer IV),City Government of Baguio, and Salvador M. Royeca, General manager, Baguio Water District.
Gawad Pagasa (Group Category) winners are Asipulo Careforce (National Semi-Finalist), LGU – Asipulo, Ifugao; Baguio General Hospital and Medical Center Blood Bank (National Semi-Finalist), Baguio General Hospital and Medical Center; BALAI HIV & AIDS Core Team Treatment Hub, BGHMC; Department of the Interior and Local Government – CAR; Employees Portal And Information Center, Department of Social Welfare and Development -CAR; BGHMC Department of Family and Community Medicine, BGHMC; Healing Garden Team, BGHM; Project RAGPAT, DepEd – Schools Division of Apayao; Techno-Transfer Training Program in Tabungaw Hat Making of San Quintin National High School, DepEd – Schools Division of Abra.
The Gawad Pagasa recognizes outstanding contributions of individuals or groups that benefit more than one government department.
Awardee for the Gawad Lingkod Bayan ng Pangulo (Individual Category) is Baguio City Budget Officer Leticia O. Clemente.
The Presidential Lingkod Bayan recognizes government personnel with extraordinary contributions impacting the entire nation.
These regional winners will be feted in an awarding ceremony on September 29, 2025.
Olano emphasized that the very essence of the 125thPCSA celebration is showcasing, recognizing, and honoring the contributions of civil servants, now known as “Lingkod Bayani.”
She is hopeful that the region will have national awardees this year.She shared that the Cordillera Administrative Region stands out with 97 awardees, comprising 77 individual and 20 group awardees, solidifying its reputation as a haven for national outstanding public servants. **JDP/MAWC-PIA CAR
