The Civil Service commission is pleased to announce the forthcoming 119th Philippine Civil Service Anniversary (PCSA) celebration on September 2019 with the theme, “Civil Service at 119: Upholding Integrity and Building a High-Trust Society.”
Among the activities lined up for the celebration is the Government Choral Competition which aims to showcase the musical creativity of state workers, introduce original Filipino compositions to the audience, and serves as a venue for celebrating Filipino arts and culture. All government choral groups are invited to participate in the Choral Competition.
The Grand Prize winner will receive PHP200,000.00 and a plaque of recognition. First, second, and third runners-up will receive plaques and cash prizes of Php150,000.00, Php100,000.00 and Php75,000.00, respectively; while the Best Conductor and Best Arrangement of the Competition Song will receive a certificate and cash reward of PHP10,000.00 each. Non-winning finalists will each receive a cash incentive of PHP50,000 and a certificate of participation, while the Best Regional Entry will receive a plaque.
Interested choral groups should submit the following requirements: properly accomplished registration form; list of singers, conductor and accompanist; clear photocopy of agency ID of each singer (including conductor if he/she is a government employee) showing his/her photo and signature; and an audio-video recording of their songs in accordance with the prescribed recording guidelines.
Participating groups should have a minimum of 20 to a maximum of 30 members, inclusive of one (1) conductor and one (1) accompanist. All singers must be government employees and must belong to one government agency only; but the conductor and accompanist need not be employees of the government. All expenses and incidental costs incurred related to the registration in the competition shall be borne by the participating agency. Any misrepresentation shall be a basis for disqualification.
Adjudication of choirs shall be conducted in two stages: regional and final. Only complete and compliant registrations will qualify for the regional round.
The choir/s with the top score/s in each of the four regional clusters of Luzon, Visayas, Mindanao, and NCR will be declared as finalists. There will be at least one (1) finalist but not more than three (3) finalists per regional cluster. The organizer reserves the right to make adjustments to come up with a maximum of eight (8) finalists.
Finalists will be notified by email on or before July 5, 2019. The notification will include the title, composer/s and reference file/s (if available) of the competition song to be arranged.
The final competition will be held on September 18, 2019 at the Cultural Center of the Philippines, Pasay City.
The accomplished Registration Form and requirements for the choral competition should be submitted on or before June 14, 2019 (Friday) to the point person of the CSC Regional Office in-charge for Luzon participants, as follows:
