Mountain Province – Angel Libang is now set to file his Certificate of Candidacy (CoC) for the May 13, 2019 national and local elections for congressman after the People’s Reform Party (PRP) issued him a Certificate of Nomination and Acceptance.
He will substitute candidate Abrian Libang after the latter’s CoC was ruled ‘DEEMED NOT FILED’ by the Commission on Elections En Banc.
In Minute Resolution No. 19-0286 of the COMELEC En Banc dated March 6, 2019, the CoC filed by Abrian Libang was listed, among 24 other CoCs filed nationwide for the 2019 NLE, as ‘DEEMED NOT FILED’ because it was not in conformity with COMELEC Resolution No. 10420 which provides and prescribes the use of an Updated Official CoC form for the May 13, 2019 elections.
Abrian Libang filed his CoC via substitution due to the withdrawal of Jonathan Harder, an initial candidate for the House of Representatives of the PRP.
Although the name of Abrian Libang was already included and printed in the Official Ballot and Certified List of Candidates for the 2019 Midterm Election, this did not leave any impeding effect to the Commission En Banc in their ruling of this case. As stated in the resolution.**Ai U Es
