TABUK CITY, Kalinga – Officers of the Oplan Matagoan in the barangay level here have undergone a leadership training and workshop to prepare them for their administrative functions as policy makers in their localities.
Tabuk City Social Welfare and Development Officer Susana Daluping said the seminar entitled ‘Oplan Matagoan Community Volunteer Resource Development and Program Review and Evaluation Workshop’ was conducted in the top ten poorest barangays of the city.
The training covered topics on leadership and volunteerism, project proposal and resolution making.
“The Oplan Matagoan Community Volunteers was organized as the prime movers in the planning and community monitoring of their barangays to realize the city’s goals for the special program Oplan Matagoan: CULASA, BABAGO SA GUINAMMA plan,” she said adding that that this project was specifically designed for Tabuk City as a poverty alleviation strategy
As officers, they are given the responsibility to plan, coordinate and monitor the implementation of their local programs which are in line with the identified priority needs during the 2015 Community Based Monitoring System or CBMS survey results.
The Community Based Monitoring System was recently adopted by the city government as a tool in identifying the actual poverty situation of each community providing the basis for policy makers to develop plans that would efficiently address the gaps in the socioeconomic conditions of communities. From this, the top ten poorest barangays were identified, namely, Cudal, Laya West, San Juan, Bantay, Bado Dangwa, Gobgob San Julian, Guilayon, Nambucayan, and Magnao – from which the Oplan Matagoan: CULASA, BABAGO SA GUINAMMA comprehensive program was derived.
An Oplan Matagoan Committee in the city level was initially organized to formulate the plan and budget for the project. They will also serve as the overall program supervisor and coordinating body of the project’s implementation with the concerned department or agency. The three-year comprehensive plan as conceptualized starts with the provision of social preparation activities such as the leadership training for the people to actively participate in uplifting their economic status through their involvement in the various development activities in their respective communities.**By Geraldine G.
