Cordillera Police credit reg’l award to discipline, community efforts
BAGUIO CITY – The Police Regional Office – Cordillera Administrative Region (PROCAR) credited its strong culture of discipline and innovative community programs for winning the Philippine National Police’s (PNP) Best Regional Office award for 2025.
President Ferdinand R. Marcos Jr. and PNP Chief Gen. Nicholas Torre conferred the recognition during the PNP Service Anniversary rites in Quezon City on Tuesday, with PROCAR Director Brig. Gen. Ericson Dilag receiving the award.
PROCAR spokesperson Capt. Clotheldee Pacuyan said in a statement on Wednesday that the honor reflects not just the operational excellence but also the trust and safety felt by Cordillerans.
“A strong disciplinary culture, earning the title Home of the Most Disciplined Cops. Innovative programs, such as ‘Tagapagpatupad,’ ‘Panag-aywan Ti Kailyan’ (caring for the fellow province mates), and ‘Project Talyer,’ are what carried the PROCAR to be awarded the best regional office during the Philippine National Police Service Anniversary,” Pacuyan said.
She noted that PROCAR consistently exceeded national law enforcement targets, pursued ISO certification for service quality, and maintained a high public trust rating.
“The PROCAR was recognized as the Best Regional Office for its exemplary performance and exceptional achievements, which significantly contributed to national interests, improved the image of the Philippine National Police, and delivered tangible benefits to the community,” she added.
Survey results from the 2024 Web-Based Online Community Engagement Survey (WEBOCES) showed a 97.13 percent regional trust index and 97.17 percent respect index.
Administrative reforms also led to a 36 percent drop in personnel with administrative cases, with only 0.75 percent of its 9,332-strong force facing pending charges.
Its Tagapagpatupad initiative reduced cases of Violence Against Women and Children from 672 to 283 and rape incidents from 210 to 89.
It also promoted road safety through vehicle maintenance education under Project Talyer.
Panag-aywan Ti Kailyan, on the other hand, delivered quick-impact projects to marginalized communities, while the “Alay na Dunong at Edukasyon ni Kuya” program provided scholarships to deserving students.
Operationally, PROCAR recorded significant gains in anti-illegal drugs operations, the campaign against loose firearms, and crime clearance and solution efficiency, surpassing government targets by 19.13 and 11.13 percentage points, respectively.
Meanwhile, Dilag urged personnel to make the recognition fuel their passion to further innovate, improve, and serve.

The Police Regional Office Cordillera Administrative Region (PRO CAR) continues to demonstrate its unwavering commitment to peace and order through intensified law enforcement efforts, resulting in the arrest of 44 wanted persons, while zero crimes were recorded in 58 municipalities across the region from August 3 to 9, 2025.
During the weeklong campaign, the Benguet Police Provincial Office (PPO) led the operations with 18 arrests, followed by Baguio City Police Office (CPO) with 11, Ifugao PPO with eight, Apayao and Kalinga PPOs with 2 arrests each, and Regional Headquarters of PRO CAR, Abra and Mountain Province PPOs with one arrest each.
Crucial to these achievements was the strategic deployment of police visibility patrols and community engagement programs. Also, the consistent presence of law enforcement personnel served not only as a deterrent to crime but also reassured the safety of the public.
Apart from the arrests, 58 municipalities—including 22 in Abra, 10 in Mountain Province, nine in Ifugao, seven each in Apayao and Benguet, and three in Kalinga, —reported no crime incidents during the same period. Additionally, Police Stations 2, 5, 6, 8, 9 and 10 of the Baguio CPO also recorded zero criminal activity.
PRO CAR also recorded an impressive 78.57% crime clearance rate and a 69.05% crime solution efficiency, underscoring the effectiveness of its investigative and response capabilities.
