PRO-CAR recognizes exceptional personnel, unit, and stakeholder
Recognizing their contributions and noteworthy accomplishments, 10 PRO-CAR personnel and a unit were awarded during the Monday Flag Raising Ceremony at the Multi-Purpose Center, Camp Major Bado Dangwa, La Trinidad, Benguet, on August 12, 2024.
PRO-CAR Regional Director, PBGEN DAVID K PEREDO, JR, and other members of the Command Group led the awarding of Medalya ng Kasanayan to the following:
– PCOL ROLAND SACYAT, the Chief of the Comptrollership Division, as the Best Senior Police Commissioned Officer (PCO) for Administration;
– PCOL FREDDIE M LAZONA, the Chief of the Regional Plans and Strategy Management Division (CPO), as the Best Senior PCO for Operations;
– PLTCOL BALWIN SOKOKEN, JR, of Baguio City Police Office, as the Best Junior PCO for Administration;
– PMAJ MELENIUM B BANTAS, of the Abra Police Provincial Office (PPO), as the Best Junior PCO for Operations;
– PEMS Sherwin A Agwas, of Kalinga PPO, as the Best Senior Police Non-Commissioned Officer (PNCO) for Administration;
– PCMS Tirso L Botiwtiw, of Benguet PPO, as the Best Senior PNCO for Operations;
– PCpl Faye Nellian F Abellanida, of Benguet PPO, as the Best Junior PNCO for Administration;
– PSSg McEric Ninoy B Charaychay, of Benguet PPO, as the Best Junior PNCO for Operations;
– NUP Josephin A Mayangao, as the Best NUP for Non-Supervisory Level;
– PCOL RUEL D TAGEL, the Force Commander of RMFB15, received a Special Individual Award; and
– Regional Mobile Force Battalion 15 was recognized as the Special Unit Awardee.
Additionally, a Plaque of Recognition was presented to Engineer Eduardo Nual Meneses, Chairman of the Regional Advisory Group for Police Transformation Development, in appreciation of his support for the implementation of Police Community Affairs and Development programs, projects, and activities.

BCPO URGES PUBLIC VIGILANCE AMID ALARMING RISE IN THEFT INCIDENTS
A concerning increase in theft incidents within the city has been recorded by the BAGUIO’s FINEST during the first seven (7) months of 2024. From the 83 recorded theft cases from January to July last year, a 35% increase were reported, bringing the total to 112 cases this year.
Although July 2024 constituted a significant 50% decrease in theft cases, the surge in incidents earlier this year has sparked calls for heightened security measures from both residents and business owners.
According to reports covering January to July of 2023 and 2024, the majority of theft incidents occurred in commercial and business establishments, with 43 cases reported in 2023 and 39 in 2024. Residential areas, including houses and condominiums, reported 19 incidents last year and 10 this year. Street thefts showed a slight increase, with 10 cases last year and 13 this year.
Shoplifting was the most common modus operandi, accounting for 33 cases in the first seven months of 2023 and 19 cases in the same period of 2024. Other significant tactics included “salisi” thefts, pickpocketing,and “salisi” incidents within establishments. Employee theft contributed to 15 cases last year, compared to 7 cases this year.
While the BAGUIO’s FINEST is committed to ensuring the safety and security of the public, police officers can only intervene private spaces under specific circumstances, such as when a crime is reported, or with a warrant. As such, the BAGUIO’s FINEST is urging the public to bolster personal and property security. Residents and business owners are encouraged to stay vigilant, particularly in crowded areas, ensuring that doors and windows are secured and that valuables are never left unattended in public spaces.
Strengthening the security of establishments is also vital.The BCPO recommends improving outdoor lighting, employing security personnel when necessary, and implementing strict access controls in both commercial and residential properties. Moreover, the BCPO strongly suggests the installation of CCTV systems that meet standard requirements to provide clear and comprehensive coverage. To facilitate prompt and proactive responses, it is advised that CCTV feeds be actively monitored by dedicated personnel. Regular maintenance and checks of these surveillance systems are essential to ensure they remain operational.
