Shooting incident in Tinglayan, Kalinga
The incident transpired at about 3:30 PM of August 29, 2017 at the vicinity of Akafu, Poblacion, Tinglayan, Kalinga where a certain Art Truth Ewad, 27 years old, single, farmer, member of Tinglayan Tribe and resident of Ambato, Legleg, Poblacion, Tinglayan, Kalinga was shot by an unidentified suspect due to the failed negotiation of a boundary dispute between Tinglayan tribe and the Tulgao tribe.
And at about 8:45 PM of August 29, 2017, two teams from Tinglayan MPS and Kalinga PPSC and two teams from the 50IB, PA were posted at the disputed area while one platoon of 50IB, PA proceeded to Tulgao proper for security measures. Both tribes were sent home and were advised to refrain from going out of their homes so as not to create provocation and wait as the situation will be resolved peacefully.
Robbery with violence
On August 28, 2017 at about 3:40 AM a case of Robbery with Violence and Intimidation Against a Person transpired at FB 171B Pines Park, Ballili, La Trinidad, Benguet where the victim is Pauline Villanueva Malano, 21, single, teacher, and a resident thereat while suspects were two unidentified men. The incident was personally reported to PCP 1, LTMPS at around 8:30 AM of the same date by the auntie of the victim Mrs. Felicitas Malano Garcia, 56, upon receiving a call from the victim informing that thieves entered her room.
Investigators responded and found Ms. Malano crying and speechless because of the trauma she suffered which prompted the responding personnel to immediately bring her to Benguet General Hospital (BeGH) for medical check-up, and further referred her to the social worker before undergoing head x-ray. The victim was interviewed by the social worker and the investigator on case but the latter was still speechless and only answered thru handwritten statements to quote, “may pumasok 2 lalaki, nakaside ako matulog may knife at kahoy, nagpangap akong tulog tapos sabi nung isa di naman gumagalaw kunin mu na lang pera sa table umaga na”. When asked if she was maliciously touched, she wrote, “Di naman ako ginalaw auntie hinawakan lang nung may kutsilyo at hinampas sa ulo ko”. Initial investigation disclosed that the suspects passed through the balcony and entered the unlocked door of the room of the victim and once inside, hit the victim on her head with a piece of wood while she was lying on her bed. The suspects took her money amounting to Php3,000.00. One of the suspects slashed her hand with the use of a knife. The victim also sustained wounds and scratches on her foot. The crime scene was processed by the IOC but no latent print was lifted. A CCTV camera was installed at the building but the lens was only focused on the front portion of the building. Case is still under investigation.
Adultery
On August 28, 2017 at about 12:00 NN, a case of alleged adultery was discovered at no. 9 B Lower Tacay Road, Guisad Central, Baguio City and was reported to PS2, BCPO by Atty. Janice Domogan on complaint of her client in the person of Alfred Johnson Quinto Tan, 31, married, online real estate assistant, and a resident of Cabinet Hill, Baguio City against his wife Mary Ruth Duran Tan, 28, married, online assistant, and a resident at the above-mentioned address and her alleged paramour Arnold Gino Palma De Guzman, 30, single, businessman, and a resident of no. 54 Upper Malvar, Aurora Hill, Baguio City.
Investigation disclosed that Mr. Tan called his brothers to accompany him and check his house at Lower Tacay Road, Central Guisad, Baguio City. Upon entering, they immediately proceeded to the master’s bedroom where he saw the suspect (Arnold De Guzman) lying on the bed wearing only a brief. Said incident was recorded on video by the complainant while his wife was trying to stop him from entering the master’s bedroom. Responding personnel of PS2 arrested Mrs. Mary Ruth Tan and her lover. Case is ready for inquest.
Murder
A shooting incident transpired at around 1:20 PM of August 29, 2017 at Brgy. Malibang, Pudtol, Apayao where Emiliana Mariano Tuccalay, 40 years old, widow, and her son, 17 years old, single, student, were shot by Rodrigo Ducrao Tuccalay, 38 years old, single, farmer. They are all residents of the above-mentioned place.
Investigation disclosed that prior to the incident, Jackriss Tuccalay and the suspect had a heated argument at the suspect’s residence and Jackriss, who was armed with a bolo, threatened to kill the suspect. Thereafter, at around 12:00 NN of same date, Jackriss entered the house of the suspect again and continued making trouble which prompted the suspect to bring out his homemade shotgun. Emiliana Tuccalay, who just arrived tried to pacify them but the suspect discharged his gun hitting both victims.
The victims were immediately rushed to Amma Jadsac District Hospital by concerned citizens but Emiliana was declared dead on arrival by the attending physician while Jackriss was transferred to Far North General Hospital, Quirino, Luna, Apayao for further medical treatment. Responding police officers arrested the suspect at his residence and recovered the firearm used. Suspect is now under the custody of Pudtol MPS for documentation and filing of case.
