Drowning incident
At about 2:30 PM of November 18, 2017, a drowning incident transpired at the pool of Mountain View Resort, Level 1300, Poblacion, Itogon, Benguet owned by Renato Valdez Donato, 55, and a resident of Itogon, Benguet. The incident was reported by a member of BFP Itogon to Itogon MPS at around 5:30 PM of November 18, 2017. The victim was Jian Cayapa, 7, born on November 18, 2010, Grade 1 pupil, with address at 39 Binanga Norte, Tuding, Itogon, Benguet. The victim was rushed to the hospital by the municipal ambulance.
Investigation disclosed that the family was celebrating the victim’s 7th birthday at the resort. According to his parents Mr. and Mrs. Arnold Batae Cayapa, the victim and his older sibling went up to the adult swimming pool unnoticed by their mother who was at the lower kiddie pools. Suddenly, his older brother went down to tell their mother that the victim slipped into the upper pools. The family members then immediately went to try to rescued the victim but failed to revive him even with the application of CPR. He was then rushed by the municipal ambulance to the Notre Dame Hospital, Baguio City for medical attention but he was declared dead on arrival by the attending physician, Dr. Arlene Therese Baguilat.
Alleged unjust vexation and threats
At about 10:02 AM of November 21, 2017 at Queen of Hope Road, Lourdes Subdivision Proper, Baguio City, Fyke Yanga Fernando, male, 21, single, INC Minister and a resident at Nr. 611 Purok 13, Cypress, Irisan, Baguio City was allegedly unjustly vexed and intimidated by a certain PCI Alex Cariño, male, of legal age, alleged PNP member assigned at Crime Lab and a resident of Lourdes Subdivision Proper, Baguio City.
Complainant reported to BCPO Station 1 at about 12:00 noon of November 21, 2017 that PCI Cariño allegedly parked his maroon Isuzu Crosswind wagon bearing plate number AHN-473 at the center of the above mentioned road, stepped-out and peed. Complainant then honked twice his horn to let him know that someone is waiting to pass. However, PCI Cariño got irked and shouted, “Putang ina ka! di ka ba marunong mag-antay? Sino ka ba? Wala ka bang konsiderasyon, di ka ba marunong mag-antay? Di mo ba ako kilala?” Complainant further claimed that PCI Cariño did some threatening gestures against him.
Stabbing incident
At about 12:00 midnight of November 22, 2017, personnel of Tabuk CPS responded to a reported stabbing incident that transpired at around 11:30 in the evening of November 21, 2017 inside CJC Rice Mill, Purok 3, Bulanao, Tabuk City, Kalinga, wherein the victim was identified as Elmer Rosa, of legal age, single, employed at at said rice mill, and presently residing at Purok 3, Bulanao, Tabuk City and the suspect was Roy Chaluping Faniker, 27 years old, single, also employed at the same rice mill and a resident of Malleda, Ipil, Tabuk city, Kalinga.
Investigation disclosed that both victim and suspect had a drinking session inside the rice mill when a fight ensued between them. Suspect stabbed the victim several times on his upper part of his body but managed to evade further injuries. The victim was brought to Kalinga Provincial Hospital for medical attention while the suspect was arrested and is now under the custody of Tabuk CPS for proper disposition.
PNP PROCOR arrests 4 and seizes firearms and ammo
In the synchronized implementation of search warrants issued by Judge Raphiel F Alzate of RTC Branch 1 in Bangued and Branch 58 in Bucay, both in Abra, two suspects were arrested successively.
The suspect identified as Stevan Barcena, Jr, 60, widower, businessman was nabbed in his farm at Sitio Barbarit, Brgy. Tagodtod, Lagangilang, Abra in the early morning of November 17, 2017. Confiscated was one Colt Cal. 45, bearing Serial No. 345670 with inserted magazine loaded with three live bullets and one black magazine with five live bullets for the same caliber.
Subsequently, Avelino Bañez Cabico, 35, farmer was arrested at his residence at Brgy. San Ramon West, Manabo, Abra in the morning of the same day. Combined personnel of Manabo MPS and 1st Coy Regional Mobile Force Battalion-15 (RMFB15) seized one Taurus Cal. 9MM pistol bearing serial number B58139 with one magazine loaded with 13 live bullets for same caliber.
In Kalinga, during the oplan bakal sita of the personnel of Bulanao police Sub-station, suspect identified as Jeffrey Daligdig Tayawa, 29, and a resident of Purok Datu, Bulanao Norte, Tabuk City, Kalinga was arrested at the talipapa located at Purok 2, Bulanao, Tabuk City, Kalinga in the night of November 18, 2017.
Prior to his arrest, Tayawa together with his companions were having a drinking session when the operatives started conducting oplan bakal sita inside a sari-sari store. The suspect tried to leave but he was stopped. As a result, one (1) Caliber .45 Armscor pistol with serial number 769960 and two (2) stainless magazines loaded with five (5) live ammunition were confiscated from his possession after he failed to present pertinent documents to possess these.
Finally, Number 7 Top Most Wanted Person in the Municipality of Tinoc identified as Lito Calingayan Abance, 33, charged for violation of RA10591 otherwise known as the “Comprehensive Firearms and Ammunition Regulation Act” was arrested in the afternoon of November 20, 2017 at Puguis, La Trinidad, Benguet. He has a recommended bail of Php170, 000.00 issued by Judge Romeo Habbiling, RTC Br 14, Lagawe Ifugao.
