Vehicular accident
At about 3:50 PM of April 21, 2018, a vehicular accident transpired at Bengkegan Rd., Balluay, Sablan, Benguet involving a Hyundai Galloper with plate no. YAB 371 driven by Engr. Nicomides Laruan Caliging, 64 years old, resident of Buyagan, La Trinidad, Benguet. Investigation disclosed that the said vehicle was going uphill when the driver lost control of it when avoiding an incoming vehicle. The said vehicle rolled down the side of the road three times then rested on its wheels. As a result two passengers, namely, Susan Caliging Balanban, 45 years old, married, teacher and Marvin Caliging Pilay, 11 years old, elementary pupil, including the driver sustained injuries on different parts of their bodies while Mercedez Caliging Pilay, 44 years old, married, housekeeper was declared dead on arrival at the hospital. The injured victims are still undergoing treatment at the Cordillera Hospital of the Divine Grace in Buyagan, La Trinidad, Benguet. The case is still under investigation.
Carnapping
On April 22, 2018 at around 5:00 AM, Junifer Velasco Lausan, 50, married, engineer and resident of no. 22 Purok 5, Gibraltar, Baguio City reported to PS3, BCPO that between 1:30 AM to 7:00 AM of April 11, 2018 his vehicle described as Toyota Vios, black, with plate number AHM 286, model 2013, registered in his name with Chassis no.NCP929045369 and Engine no.2NZ5998653 which was parked at Gibraltar Rd., Baguio City was carnapped by unidentified suspect/s.
Initial investigation revealed that on the said time, date and place of incident, the complainant parked his vehicle unattended. At around 7:00 AM of same date, Mr. Lausan discovered that his vehicle was already missing. Personnel of PS3, CIU and RHPU-COR immediately conducted follow-up operation which resulted in the recovery of said vehicle which was being driven by Kharen Kate Dalondonan Nonong, 27 years old, single and resident of no. 384 Purok 4 East Upper Gibraltar, Baguio City. The vehicle was altered by detaching the original license plate and original color. Ms. Nonong was immediately arrested.
Personnel of RHPU-COR verified the engine number and chassis number of said vehicle and matched to the documents presented by the victim. Subsequently, the vehicle and suspect were brought to RHPU office for further investigation and filing of the case against the suspect.
Suicide
On April 22, 2018 at about 7:00 AM, personnel of Tabuk CPS responded to a reported suicide incident that transpired inside the facility of the Bureau of Jail Management and Penology (BJMP) at Purok 6, Bulanao, Tabuk City, Kalinga wherein the victim inmate was identified as Randy Bautista Dela Cruz, 48 years old, married, plumber and resident of Dilag, Tabuk City. Initial investigation disclosed that at around 6:00 AM, April 22, 2018, his co-inmate Walter Alasco was about to use their cell comfort room but it was locked. Mr. Alasco knocked several times but nobody answered that prompted him to forcibly open the door by kicking it and saw the victim sitting and leaning face down with blood underneath him. The victim sustained an incission on the left side of his neck. Apparently, he cut himself with the use of a scalpel blade that was found near his body. The inmate victim was arrested for the crime of rape and was committed at the BJMP, Bulanao, Tabuk City on April 16, 2018. The scene was processed by the Kalinga Provincial Crime Laboratory personnel. The cadaver of the victim was brought to Tampco Funeral parlor, Magsaysay, Tabuk City. Case is under follow-up investigation.
PROCOR’s accomplishment on illegal drugs
Over the week, the incessant campaign against illegal drugs in the region led to the arrest of 7 drug personalities and the surrender of 30 individuals.
From April 16-22, a total of 7 anti-illegal drug operations were conducted that led to the confiscation of 29 sachets of shabu, 1 marijuana brick, one wrapped mj stock and dried leaves and two firearms. Benguet has the highest number of confiscated drugs with 14 sachet of shabu, however, Kalinga has 6 sachets of shabu, 1 mj brick, 1 wrapped mj stock and dried leaves; followed by Baguio City with 7 and Apayao with 2 sachets of illegal drugs.
Highlighting the operations over the week was the arrest of Ricky Binuloc Gunnawa who was arrested in the early morning of April 20, 2018, at Sitio Daya, Nambaran, Tabuk City, Kalinga. One transparent plastic sachet containing suspected shabu; one caliber. 22 with inserted magazine containing nine (9) rounds of ammunition; two (2) boxes containing 88 pieces of ammunition for cal. 22; and one (1) black colored holster, were confiscated from his possession and control.
On the other hand, Bony Maggongoy Wacnang was arrested at Barangay Lacnog, Tabuk City Kalinga in the morning of April 20, 2018, when a search warrant led to the seizure of one brick of dried marijuana leaves; marijuana stalks and dried leaves which were wrapped; five (5) small transparent sachets containing suspected shabu; assorted drug paraphernalia; one homemade shotgun pistol; and one Samsung cellular phone with sim card.
The PROCOR Oversight Committee on Anti-Illegal Drugs evaluated and validated the accomplishments of PNP lower units in implementing the campaign plan, to be able to improve and strengthen the campaign against illegal drugs and to achieve and deliver results.
The fight against illegal drugs remains as the top priority of PROCOR until all Cordillera barangays will be cleared of illegal drugs.
