Homicide
At around 1:25 AM of July 1, 2018 personnel of Tabuk CPS responded to a reported shooting incident at Glyza 24 Hours store along Bado Dangwa corner Silao St. Purok 4, Bulanao Centro, Tabuk City, Kalinga and came upon two persons lying on the ground and blood were oozing from there heads. The victims were then immediately brought to Kalinga Provincial Hospital for medical treatment but one of the victims identified as Basingan Banyasan Dallapas, 24 years old, single and farmer was declared dead on arrival by the attending physician Dr. Diasen while his younger brother identified as Belac Banyasan Dallapas, 21 years, single, farmer is still in critical condition. The victims are both residents of Hilltop, Purok 6, Bulanao, Tabuk City and natives of Lubo, Tanudan, Kalinga.
Initial investigation disclosed that the siblings went to the Glyza 24 Hours store to refresh themselves and according to the minor store keeper, the deceased ordered one bottle of 500 ml Red Horse beer after which they went to the unlighted area beneath a paper tree. After a few minutes, a motorcycle with two riders coming from Silao St. and stopped more or less three meters away from where the victims were sitting.
Allegedly, the back rider then alighted and a verbal exchange ensued then a successive burst of gunfire ffollowed., The suspects then fled aboard the motorcycle towards Silao Street. Based on the medical finding of the attending physician, the deceased sustained a lone gunshot wound on the left side of his head and an exit one on the right side of his face. The other victim suffered one gunshot wound below his left ear. Investigation is still ongoing.
Elected barangay kagawad falls, P8.7M MJ destroyed
By virtue of a search warrant, an elected Barangay Kagawad of Tayum, Abra identified as Reynante Tadeo Tugadi, 32, was nabbed in the morning of June 27, 2018 in his residence at Brgy Budac, Tayum, Abra. Judge Raphiel Alzate of Branch 58, Bucay, Abra issued said warrant that led to the confiscation of two (2) sachets of suspected shabu.
Tugade is listed as one of the high value target drug personality of PROCOR being a newly listed HVT by the Directorate for Intelligence.
On the other hand, in line with the OPLAN LINIS BARANGAY I of Kalinga PPO, P8,782,000 worth of fully grown marijuana plants and stalks were destroyed by the combined operating troops of Kalinga Police Provincial Office (PPO), PDEA CAR, Region 1, Region 2, and AFP counterparts in a 3-day operation in the mountainous areas of Barangay Buscalan, and Barangay Loccong, Tinglayan, Kalinga on June 30, 2018.
A total of 37,950 fully grown marijuana plants worth P7,532,00 and 10,000 grams of marijuana stalks worth P1,250,000 were found in a land area of 7,400 square meters. These were uprooted and burned onsite.
TMWP with PhP90,000 reward falls
Apayao’s Top Most Wanted Person (TMWP) with a monetary reward finally landed in jail after he was nabbed at 143 Asuncion Street, Morning Breeze Subdivision, Barangay 84, Caloocan City at around 1:15 PM of July 2, 2018.
Joint personnel of RIU-14 and Conner MPS in coordination with Caloocan City Police District, PCP 1 arrested Vicente Licayu y Tabbu, 64, native of Tuao Cagayan, and a resident of #143 Asuncion Street, Morning Breeze Subdivision, Barangay 84, Caloocan City. He was charged for the crime of rape in relation to RA 7610 issued by Judge Quirino M Andaya of the RTC, 2nd Judicial Region, Branch 26 Luna, Apayao.
Licayu, a former member of the Philippine Army was listed as Apayao’s no.4 TMWP for the 1st Quarter and no. 5 TMWP for the 2nd Quarter of 2018. He had been listed no. 1 TMWP in the municipality of Conner, Apayao from 2015 to 2017. He carried a monetary reward amounting to Php 90,000.00 per DILG Memorandum Circular No. 2010-54.
The suspect was employed as a caretaker in one of the apartments at Morning Breeze Subdivision, Barangay 84, Caloocan City when he was spotted at a 7/11 Convenient Store at Sangandaan, Caloocan City on the night of June 29, 2018. Since then, continuous and accurate updates and information eventually led to his arrest.**
