Shooting incident
A shooting incident resulting in death (homicide or murder) transpired at around 9:45 AM of April 14, 2019 at No. 85 Purok 2, Gabriela Silang, Baguio City wherein the victim identified as JOAN LEE JAPSON ARCA, 34 years old, single, nurse by profession was shot by a still unidentified suspect.
Investigation disclosed that the victim was at the gate of their compound when she was shot by the suspect who was wearing a black bull cap, yellow eyeglass protector, Tagalog speaking, between 45-50 years old, 5’5”-5’6” in height, and medium built. The victim was rushed to Baguio General Hospital-Medical Center by her immediate family members but was declared dead on arrival by the attending physician. The victim sustained two gunshot wounds on the front of her body and exited at her back. The suspect immediately fled after the incident.
Responding personnel of PS4 and SOCO TEAM led by PMAJ JULIET ALBON processed the crime scene and were able to recover one piece disassembled magazine of a cal. 45 with nine (9) live ammunition, two (2) empty cartridge cases of cal.45 and one white envelope. CCTV installed within the vicinity is for review.
Alleged carnapping
On or about 1:00 PM of April 13, 2019, Mr. Edwin Pabulayan Bartolay, 30 y/o, male, single, employee of Isuzu Baguio and residing at Nr. 28 Tacay Rd., Baguio City reported that a carnapped vehicle was recovered at Caba, La Union. The suspect was identified as Roland Rosal Surban, 26 y/o, male, single, security guard of Isuzu Baguio. The vehicle was described as Isuzu MUX (A/T), 2018 model, havana brown in color and with conduction sticker D1A829. Accordingly, at about 6:00 AM of same day, the suspect allegedly drove the said vehicle from the show room passing through Naguilian Road. The vehicle was recovered at Caba, La Union by personnel of Caba MPS when it was involved in a vehicular traffic accident and ran out of fuel.
Attempted homicide
At around 4:00 PM of April 12, 2019, a case of attempted homicide transpired inside No. 2, livestock section located at Slaughter Compound, Sto. Niño, Baguio City on complaint of Armando Crisostomo Navarro, 56, married, vendor, and a resident of No. 254 Lower Magsaysay Ave., Baguio City while the suspect was identified as Bing Herardo, 59, butcher and a resident of No. 78, Purok 11, Upper Pinget, Baguio City.
Investigation disclosed that the complainant was attending his stall when the suspect went near him and asked for the payment of his debt. Since the complainant does not have any debt to the suspect, he answered, “awan ti amok dita, ni bayaw mo ti damagem ta isu kadwam”. The suspect drew a knife and tried to stab the complainant with it but which the latter was able to evade causing the knife to fall on the ground. They both struggled until they were pacified by persons present there. Personnel of Police Station 2, Baguio CPO scoured Barangay Sto. Niño and Pinget, Baguio City, for the possible arrest of the suspect, however, he was not found. Case is for regular filing with the prosecutor’s office.
Hacking incident
At about 11:30 PM on April 12, 2019 an alleged frustrated homicide (hacking incident) was reported to Luna MPS, Barangay Salvacion, Luna, Apayao. The victim was identified as Ronie Magno Malana, of legal age, married, Barangay Tanod and the suspect was Flor Melad Viernes, 49, separated, farmer, both residents of Barangay Salvacion, Luna, Apayao.
Investigation disclosed that the victim and suspect had a drinking spree in the house of Henry Agustin together with Barangay Capt. Elizer Deza. The victim together with his companions continued drinking and the suspect made fun of the victim’s inability to pronounce the letter “R.” The victim got angry and went near the suspect, but the suspect stood up and picked a chair to strike the victim with but the victim immediately boxed the suspect. Henry Agustin pacified them and told the victim to go home. However, the victim was listening somewhere outside and then got back inside and told the suspect,“Apay anya ta ibag bagam uncle, madi met a dagita.” But the suspect replied, “Kusto ti ibagbagak, dakayu nga Malana ti agagum ti daga mi nga Viernes”.
Thereafter, the victim and the suspect engaged in a fistfight on the road but were pacified by their companions and were advised to go home. But the suspect was able to get a bolo and hacked the victim who suffered lacerations on his shoulder, left upper arm and neck and was brought to Far North Luzon General Hospital and Training Center for medical treatment. The suspect was arrested and was brought to Luna MPS for documentation and further investigation.**
