Encounter
An armed encounter between robber/s and SPO2 Noren Bandao at Windy Hill, Upper Buyagan, La Trinidad, Benguet was reported to the La Trinidad MPS at about 3:40 AM of July 14, 2018.
At about 3:00 PM of same date, Loida Sangawan Cabradilla, 45, married, housewife, native of Bauko, Mtn. Province and presently residing at Central Balili, La Trinidad, Benguet appeared at the La Trinidad MPS and informed them that she identified the robber’s male cadaver which was brought to the Benguet General Hospital Morgue as Jonathan Mayangao Cabradilla, of legal age, married and a resident of Irisan, Baguio City and her relative.
Further, investigation disclosed that Jonathan Cabradilla was a member of a criminal gang and the leader of the Cabradilla Robbery Group operating nationwide. He was previously arrested in Cotabato for Robbery with Force Upon Things and in Bambang, Nueva Vizcaya for Robbery and by the La Trinidad MPS for Robbery. He previously used the name Jemark Isong Lipangen “aka” Jomar Pagang Mayangao.
Violation of RA 9262
At about 7:30 in the morning of July 13, 2018, Linda Bunhiyan Balansi, 53 years old, married, high school graduate, businesswoman, Evangelical by religious affiliation and a resident of Upper, Hucab, Kiangan, Ifugao personally reported to Kiangan PS to file a case against her husband Pio Dumogdog Balansi, 53 years old, vocational course graduate, diesel mechanic, instructor at King’s College of the Philippines and presently residing at Bambang, Nueva Vizcaya for abandoning and economically abusing her and their children.
Investigation disclosed that on August of 2017, the suspect abandoned her, and their 6 children and “lived-in” with another woman with whom he has a child and they are residing at Bambang, Nueva Vizcaya. He became remiss in his obligation to give full and sufficient financial support to her and their children as compared to what he used to provide for them in past years.
The very minimal amount he would extend is not enough to sustain their daily needs even if the victim also has some income from her small business especially so that they have a child with down syndrome. On December 2017, the victim requested for at least three-fourths of his monthly salary supposedly amounting to nine thousand five hundred forty two point forty one (9,542.41) pesos but she had been receiving only three thousand to eight thousand pesos the past five months and stopped receiving any amount from him from June 2018 to date. Also, her husband sold their residential land at Baguio City without her knowledge and permission.
NPA recruitment in Apayao
“Beware of the armed men who seek your help to carry their things. If you do, you may never be able to return home to your family.” Speaking in their native Isneg dialect, three (3) among five(5) young men from Pudtol, Apayao appealed to their town mates to avoid being fooled by the New Peoples Army.
The three victims of the NPA’s recruitment sought the help of Hon. Fontanilla Melad, Barangay Captain of Malibang, Pudtol, Apayao in surrendering to authorities last July 4, 2018 while another two voluntarily surrendered without firearms to authorities on July 7, 2018 at about 8:40 PM. The five surrenderers were identified as: Batara Aridao Telan, alias Ka El, 22 years old, single, farmer, grade 3 level; Jaylord Baligat Isao, 21 years old, single, farmer, grade 3 level; Gilbert Alday Sadem, 18 years old, elementary graduate, single, farmer; Elvin Ducrao Pablo a.k.a. “Ka Sagana”, 24, single, farmer, grade 10 level; and Alvin Bantoc Santiago aka “Ka El”, 20, single, farmer, elementary graduate. All are residents of Malibang, Pudtol, Apayao and are currently in custody of the Pudtol Municipal Police Station under Acting COP PSI Januario B. Palayon,
Initial interviews show that they were either working in their fields or cutting firewood in the forest or fishing in the river when approached by armed men seeking their help to carry sacks of rice to Paco Valley. Being naturally willing to help anyone in need, they stopped their chores and helped in carrying the food items to the NPA camp. However, they found themselves not allowed to leave but were forced to undergo rudimentary training while being threatened not to disclose to anybody about the NPA activities.
Jaylord Isao and Gilbert Sadem Batara Telan escaped after a month, but Batara Telan was only able to leave the after the NPA encountered operating Philippine Army troops. Due to the incident, he became fearful of his life and contacted Barangay Captain Melad. The other two also turned themselves in to clear themselves.
Elvin Pablo also revealed that they were fishing sometime on May 30, 2018 at the Tawit River when a group of men approached and told them that they will return the next day at the same place. They came back but this time they were armed with long firearms. They recruited them for martial arts training. They then proceeded to Aggan, Bulu, Kabugao, Apayao, their training ground. Indeed they were trained for five days under the leadership of a certain Ka Arnold. On June 6, 2018 they asked permission to go home but did not return until they decided to surrender.**
