Six drug pushers and couriers fall
On October 4, 2019, three high value targets were arrested in separate buy bust operations initiated by operatives of Buguias and Mankayan MPS, Benguet PMFC, PDEU, Benguet. Florante Yong-en Fernandez Jr. was arrested at the parking lot of Clean Oil gasoline station at Upper Abatan, Buguias, Benguet. Confiscated from him were three sachets of shabu and Php1,000.00, while Miller Delfin Ambros aka Delson, was arrested at a videoke bar located at Bacoling Compound, Abatan, Buguias, Benguet. Seized from him were two sachets of shabu and Php1,000.00.
Likewise, Joven Ediong Plomen a.k.a Paksi was arrested at Pico, La Trinidad, Benguet after one sachet of shabu, Php1,000 and a mobile phone were confiscated from him.
Meanwhile, three drug carriers were arrested after they were flagged down in a checkpoint along the national road in Sitio Iyapan, Kabugao, Apayao on the night of October 3, 2019.
The checkpoint was staged by operatives of Kabugao police, in coordination with PDEA. Drug couriers identified as Lymboy Alawin, 25, a resident of Atok, Flora, Apayao; Ebrahim Arrid Bartolome, 20, a resident of Poblacion West, Flora Apayao; and Marvin Abong Baylon, 33 and a resident of Caloocan City were arrested.
Prior to their arrest, the operatives received an information that an alleged Blue Lancer Mitsubishi with plate Number RAL 275 will be transporting illegal drugs from Poblacion, Kabugao, Apayao. Immediately, a checkpoint was established that led to the arrest of the suspects and the confiscation of 11 sachets of suspected shabu.
The trio are now facing charges.
Inspector general graces IAS Program
PNP personnel and members of the RIAS Advisory Council were accorded awards and recognitions during the Monday Flag raising Ceremony and Distinguished Visitors Program with ATTY. ALFEGAR M TRIAMBULO, Inspector General, PNP IAS as the Guest of Honor and Speaker this morning, at Camp Bado Dangwa, La Trinidad, Benguet.
During the ceremony, RIAS-CAR personnel were awarded Medalya ng Kasanayan for their remarkable performance and contributions in the attainment of the PNP’s mission and vision.
Awardees were: PLTCOL William Dawilan; PLTCOL Jacinto Lipaen; PMAJ Roldan Dolipas; PMAJ Anderson Mauricio; PCAPT Joel LANA; PLT Noel Bilag; PEMS Thomas Eguid; and NUP ERIC Flores. Their efficient performance of their sworn duties greatly contributed in the attainment of their recognition of their office as the top performing RIAS office based on the IAS Best of Best Unit performance Evaluation Rating System 2018 and also contributed in the recognition of PROCOR as the Most Disciplined Police Regional Office in the entire country.
Likewise, PLTCOL Crisanto Sadino, DRDO of Mtn. Province PPO received the certificate of recognition of Mountain Province PPO for being adjudged as the Most Disciplined Police Provincial Office in Cordillera region having registered the least number of infractions and violations of the policy of the PNP and Cyber Patrol on the Internal Cleansing program of RIAS Cordillera.
Moreover, personnel of Abra RIAS received the same award which was received by PLT Marcos Nabocyad Jr, for being alert and recorded the most number of infractions noted among Abra PPO personnel in violation of “Tamang Bihis” Policy of the PNP covering the 1st Semester of CY2019.
Further, the Chief, Regional Logistics Division, PLTCOL Noel Vallo, and Chief of the Regional Headquarters Support Unit, PLTCOL Angel Garcillano were recognized for their outstanding performance during the celebration of the 118th PNP Service anniversary.
Furthermore, certificates of recognition were presented to the following for their unwavering support as members of the RIAS Cordillera Regional Advisory Council in promoting transformational change in the PNP as it journeys toward its vision of a highly capable, effective and credible institutional guardian of the PNP’s discipline with the end in view of a trusted and respected community service oriented police force. Awardees were: Mr Ericson Felipe; Rev Benedict Villapa; Dr Leonarda Aguinalde; Dir Helen Tibado; Mr Dhobie De Guzman; Mr Harley Palangchao; and Ms Rachel Ann Vililia.
In his message, the Guest of Honor and Speaker thanked the RD PROCOR, BGEN Israel Ephraim Dickson for his steadfast leadership and active support to the RIAS-COR. He also appealed for the cooperation of everyone to assist them in properly performing their mandates. “As Kaagapay ng Pulis, we will wield not only our management and disciplinary powers but we shall also assist PROCOR personnel for justice to cleanse their names. IAS is the only agency within the PNP that is empowered by law to inquire into police operations and to present to the public its findings on such”, he stated.
Relatedly, the ground breaking ceremony of the Internal Affairs Service-Cordillera building which will soon rise inside the camp.
The visit of the inspector general culminated with his talk to the personnel of the Regional Internal Affairs Service-Cordillera where he distributed eight (8) pieces of LED TV which will be utilized by all PPOs and BCPO. **
