P132M of drugs seized, 31 arrested
In a series of operations region-wide in March, Operatives seized over P132 million worth of illegal drugs, arrested 31 individuals, and filed 17 cases in court. The drugs consisted of 137.05 grams of shabu, 366,273 marijuana plants, and 12,160 seedlings, 9,050.00 grams of seeds, 398,358.92 grams of marijuana dried leaves, and 85,000 marijuana stalks.
A timekeeper of Omengan Construction and Development Corporation Don Don Doctor Cacanindin, 32, and a resident of Casigayan, Tabuk City, Kalinga was arrested in a buy-bust operation at Dagitan St., Casigayan Centro, Tabuk City, Kalinga on March 27, 2020. Confiscated and recovered from him were two sachets of suspected shabu, buy-bust money and one unit white Samsung Smartphone
Another offender arrested was Christopher Tumaneng Buston, 32, carpenter and a resident of Balong, Tabuk City, Kalinga. He was arrested in Pantar, Laya West, Tabuk City, Kalinga on March 26, 2020. Confiscated from hiim were Php1,000.00 buy-bust money and a sachet of suspected shabu.
97 Wanted persons fall
The capture of 5 Top Most Wanted Persons (TMWP) in the provincial level made this month a significant one.
Kalinga’s 2 TMWPs were successively caught. Dave Balawag Dalingay aka “Deb-Deb, charged for the crime of Rape and Rape through Sexual Assault and listed as the no. 2 TMWP was nabbed in Sitio Dalayap, Barangay Poblacion, Balbalan, Kalinga on the evening of March 8, 2020, while no. 9 TMWP, Lino Binulwan Gunnawa, accused for violation of PD 533 known as Anti-Rustling Law was arrested in Calanan, Tabuk City, Kalinga on the morning of March 9, 2020. No bail was recommended for Dalingay while P120, 000.00 bail bond was recommended for Gunnawa.
In Benguet, the no. 8 most wanted person identified as Sherwin G. Bilog , charged for Robbery in Uninhabited House was apprehended at Abanao Extension, Baguio City on the morning of March 10, 2020, while the no. 10 TMWP identified as Romy Galletes Lacwayan, accused for Violation of RA 9262 was nabbed in Gueday, Barangay Suyoc, Mankayan, Benguet on March 23, 2020. Each has a recommended bail bond of P120,000. 00 for his temporary liberty.
Lastly, the number 3 TMWP of Baguio City identified as Dexter Gumabay Ayangdao, indicted for the crime of Rape was finally captured at Upper Abanao Street, Baguio City on the morning of March 3, 2020. No bail bond was recommended for his liberty.
Moreover, eleven TMWPs in the municipal and station levels and 70 other wanted persons were also caught region-wide.
Baguio City Police Office has recorded the most number of arrests with 50, followed by Benguet with 20, Abra -12, Ifugao and Kalinga PPOs with 6 each, Mtn. Province-2, and Apayao with only one apprehension.
All arrested individuals have undergone the mandatory protocols to contain the spread of coronavirus disease (COVID-19).
In the monitoring of the Enhanced Community Quarantine (ECQ) of PROCOR from March 31-April 1, 2020, 76 individuals were arrested, 29 of whom were held and charged for violation of the curfew hours, while 47 were caught for Disobedience with 37 cases filed in court. For Hoarding, Profiteering, Overpricing of medical supplies and essential goods or items, only one was caught and a case was filed against him in court.
15 rebels surrender in MP
Fifteen members of the Militia ng Bayan under Kilusang Larangang Gerilya Marco operating within the western and eastern parts of Mountain Province surrendered with firearms and explosives on the morning of March 29, 2020 in Natonin and Bauko, all of Mountain Province.
Based on the report of the joint operatives from the PNP Cordillera, Philippine Army, and National Intelligence Coordinating Agency-Cordillera (NICA –CAR), six Militia ng Bayan members have surrendered and turned over two Garand rifle, one M16, one Hand Grenade, one Icom HHR and subversive documents at around 9:00 AM at Natonin Municipal Police Station (MPS), Poblacion Natonin, while the 9 others surrendered without firearms at around 9:00 AM in Bagnen Proper and Bagnen Oriente, Bauko, Mountain Province.
The surrender of the 15 is a result of the community relations activities and dialogues initiated by Mountain Province Police Provincial Office led by the provincial director, PCol Homer Penecilla, PRO Cordillera and Military Intelligence, and NICA-CAR in the Province.
The rebel returnees are now in the custody of Mountain Province PPO while their papers are being processed for admission in the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.**
