Oplan Binnaga to raise awareness on
CTGs in Mtn. Prov.
In support of Executive Order No. 70 (EO70) that created the National Task Force To End Local Communist Armed Conflict (NTF-ELCAC), the Mountain Province Police Provincial Office launched its “Oplan Binnaga” on April 22, 2021.
“Oplan Binnaga” is an initiative of the Mountain Province Police Forces under the leadership of Provincial Director PCOL RUBEN ANDISO that aims to strengthen public awareness on the Communist Terrorist Groups and at the same time, to encourage the communities to support the program of the government under EO 70 and to attain lasting peace in the province.
It can be recalled that, in 2017, the bombing of Hedcor Hydropower plant tapping point in Bauko had brought a total blackout not only in the province but also in other nearby provinces. Also in 2019, Improvised Explosive Devices (IEDs) caused several troops to be hurt and even killed after responding to the complaint of the residents of the presence of NPAs in their area. In addition, the IEDs’ poisonous ingredients and other medical waste left by the NPAs were found near water reservoirs contaminating the water supply of some parts of Tadian and Bauko.
“We should not be afraid to report any unlawful activities to authorities”, PCOL ANDISO said during his lecture in Besao.
Under “Oplan Binnaga”, Mountain Province cops have already visited eight (8) barangays in the western part of the province covering the municipalities of Bauko, Besao, Sabangan and Tadian.

As the PROCOR’s campaign against wanted persons continues, joint operatives of Mtn. Province Police Provincial Office (PPO) and Baguio City Police Office (BCPO) successfully arrested the no. 4 Most Wanted Person (MWP) in the Regional Level at Barangay Mainit, Bontoc Mountain Province, late evening of May 7, 2021.
Citing reports sent to Regional Director PBGEN RONALD OLIVER LEE, the suspect was identified as Eugene Galingan Chopchopen, 35 and a native of Sacasacan, Sadanga, Mtn.. Province
Investigation disclosed that the suspect allegedly stabbed a man during a drinking spree at a videoke bar in Kayang St., Hill Top, Baguio City on January 27,2019.
Chopchopen was beingsought by law enforcers since 2019 and was finally collared through an extensive intel-driven operation conducted by operatives of Mtn. Province PPO.
With the coordination of Baguio CPO operatives, he was arrested by virtue of a warrant of arrest issued by Judge Maria Ligaya V Itliong-Rivera of RTC Branch 5, Baguio City.
Chopchopen was was brought to Bontoc MPS for documentation then turned over to Baguio CPO for proper disposition. He is facing charges for the crime of murder with no bail recommended.
PROCOR to maximize use of dogs to deter illegal drugs transport
To further deter illegal drugs transportation in the region, PROCOR Regional Director PBGEN RONALD O LEE, ordered to maximize the deployment of canine units during checkpoint operations.
In his first command visit at Camp Captain Juan M Duyan, Bulanao, Tabuk, Kalinga on April 30, PBGEN LEE mentioned the need to intensify the conduct of checkpoints by using Narcotic Detection Dogs to detect illegal drugs in order to address the problem of illegal drugs transportion in the region.
Covering the period from April 5 to present, Kalinga PPO has conducted seven (7) Anti-illegal Drug operations that resulted in the arrest of seven (7) drug personalities and confiscated 1.3644 grams of shabu and 433,018.357 grams of marijuana with a total value of Php 51,971,477.7.
“Kapag may nahuli sa labas ng Cordillera at malaman kung saan galing ay mag explain ang Chief of Police (COP) at Provincial Director (PD). The 3rd time na may makuha sa labas at ang source ay sa bayan at probinsya na yan, it will cause the relief of responsible officers,” PBGEN LEE reiterated.**
