Regarding retired generals, it may do well for PRRD to learn a lesson from what happened at Philhealth. During the incumbency of retired General Ricardo Morales as president, the corruption in the government health insurer escalated out of control.
Clearly, there are government offices where the corruption is so entrenched and rampant that one retired general no matter how good will be helpless. In such cases, more retired generals should be deployed their number depending on the known incidence of corruption in the agency. **
