The Baguio City Council approved the second and third Supplemental Annual Investment Program (SAIPs) for Fiscal Year 2024 during its regular session on July 29, 2024.
Under City Council Resolution 476-2024, the second SAIP consists of proposed programs, projects, and activities (PPAs) for funding, amounting to a total of P849,866,000.00. This includes various infrastructure and community development projects with specified internal and external funding sources.
The proposed PPAs under the second SAIP are as follows:
Enclosure of the Kias Barangay Covered Court and construction of additional amenities to serve as an evacuation center for the barangay, costing P9,986,000.00, to be funded through the Local Development Fund (LDF) with realignment from the “Water System Improvement Project;
Improvement, upgrading, and rehabilitation of the Baguio Athletic Bowl, budgeted at P120,000,000.00, to be funded by the LDF with realignment from the “Road Development of Session Road” project;
Phase 1 for the Construction of a multi-purpose hall for Barangay Purok 1, Outlook Drive, for evacuation, senior citizen, and youth use, costing P20,000,000.00, to be sourced externally;
Phase 1 for the construction of a Multilevel steel parking at Bayan Park, budgeted at P50,000,000.00, to be sourced externally;
Multilevel steel parking at Botanical Garden, costing P400,000,000.00, to be sourced externally;
Phase 1 for the integration of Barangay Lower Rock Quarry’s covered court into a multi-level building, costing P30,000,000.00, to be funded externally;
Construction of a multi-purpose building at Purok 2, Lucnab Barangay, budgeted at P10,000,000.00, to be sourced externally;
Redevelopment of Sunshine Park in Baguio City, amounting to P20,000,000.00, to be funded externally;
Baguio City Urban Forest Conservation Project, costing P70,000,000.00, to be sourced externally;
Construction of drainage at Lower Lourdes, budgeted at P3,500,000.00, to be funded by the Local Government Support Fund;
Slope protection at the satellite market at Leonila Hill, amounting to P1,500,000.00, to be funded by the Local Government Support Fund;
Super Health Center at Lucban Health Center, costing P15,000,000.00, to be funded by the Local Government Support Fund; and
Construction of rainwater harvesting facilities at Buyog Watershed at Lower Quirino Hill, budgeted at P50,000,000.00, to be sourced externally.
Under City Council Resolution 477-2024, the third SAIP for 2024 amounting to P79,150,000.00 will be sourced from the General Fund and the Disaster Risk Reduction and Management (DRMM) Fund.
The PPAs under the third SAIP are as follows:
Recovery of the government road in front of Signey Residence, Camp 8 Barangay with an allocated budget of P850,000.00 sourced from the General Fund by re-aligning from the construction of the Barangay Road from Iglesia ni Cristo down to Nabulay Residence at Purok 2;
Procurement of integrated solid waste management equipment for the city’s centralized materials recovery facility (MRF) with an allocated budget of P56.8 million from the General Fund, re-aligned from the construction of a transfer station at Dontogan;
procurement of a manlift boom truck funded with P7.5 million from the DRMM Fund;
procurement of a tanker fire truck with an allocation of P12 million from the DRMM Fund;
rehabilitation of a natural sinkhole near Claro Pascual Residence #4 Sariling Sikap Road 2, Purok 22, Irisan, Baguio City, previously near Arola Residence, with of P1 million from the General Fund; and
continuation of canal-flood control along Navy Base, Navy Base Barangay, funded with P1 million from the DRMM Fund.
The first SAIP for 2024 was approved by the City Council through Resolutions 130-2024 and 240-2024. Notable projects include the development and rehabilitation of public parks, a detailed engineering study for the Dominican Hill Retreat House, the Baguio Resilient City Tourism Project, and various innovation initiatives such as the ASCEND Roadmap and Smart Garbage Bins.
These projects under the first SAIP will be funded through the city government’s General Fund and national government allocations, except for the Baguio Resilient City Tourism Project, which will rehabilitate the city’s sewage treatment plant (STP) and sewerage system. The funding for this initiative will be secured through a loan from the Asian Development Bank (ADB) by the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) on behalf of the city government, according to the executive department.
