The city government of Baguio is preparing to implement measures to ensure the safe and orderly observance of All Saints’ Day and All Souls’ Day this year.
During the October 8, 2026 meeting of the Oplan Kaluluwa Technical Working Group, members reviewed guidelines implemented in previous years to improve operations, according to Gaudencio Gonzales, acting assistant department head of the City Administrator’s Office.
The group encouraged the public to start cleaning the tombs of their departed loved ones from October 17 to 28, 2026.
The City Environment and Parks Management Office will clear vegetation debris from October 28 to 30 to ensure the cleanliness of the public cemetery ahead of the expected influx of visitors from October 31 to November 2.
Starting October 31, pointed objects intended for cleaning will no longer be allowed inside the cemetery. Other prohibited items include liquor, firearms, flammable materials, gambling paraphernalia, and loudspeakers among others.
As in previous years, vending will be prohibited inside the public cemetery and along its perimeter during the Undas observance. A centralized vending area for flowers and candles will instead be established in the central business district, with the requirements for vendors still being finalized by the City Treasury Office.
Assistant City Treasurer Fernando Ragma Jr. said his office is finalizing the documentary requirements and procedures for issuing special permits to flower and candle vendors for Undas.
Meanwhile, the wholesale trading of flowers, or the “bagsakan” area, will be allowed at the Old Library Site parking area and the Jose Abad Santos Drive parking area from October 28 to 31, 2026, from 7 p.m. to midnight, subject to traffic regulations, particularly the truck ban.
Wholesale flower trading along Magsaysay Avenue, in front of the Rice Section, and in other designated market “bagsakan” areas will be allowed from 7 p.m. to 10 p.m., in accordance with market regulations. ** JM Samidan
