Mayor Benjamin Magalong, March 27, issued executive order no. 40, series of 2024, reconstituting the city’s local committee on anti-trafficking and violence against women and children (LCAT-VAWC).
It designates himself as chairperson; councilor Elmer Datuin, chair of the committee on social services, women and urban poor, as co-chairperson; and city social welfare and development officer Liza Bulayungan as action officer.
Members are city health officer Celia Flor Brillantes; city human resource management officer Augustin Laban III; city planning, development and sustainability officer Donna Rillera-Tabangin; public information officer Aileen Refuerzo; Association of Punong Barangays president, coun. Rocky Aliping; permits and licensing officer Allan Abayao; public employment service manager Romelda Escano; police city director Francisco Bulwayan, Jr., Department of the Interior and Local Government-Baguio Dir. Millicent Carino.

Soraya Faculo; Nora Recolizado of the Baguio General Hospital and Medical Center Women and Children Protection Unit; Child and Family Service, Philippines Exec. Dir. LCAT-VAWC functions include instituting policies and programs to protect women and children who are victims of trafficking in persons and violence against women and their children (VAWC); creating and establishing systems on surveillance, investigation, and rescue to ensure effective and efficient coordination; and more.
The order tasks the concerned agencies to provide their respective comprehensive/ mandatory programs and services to eliminate trafficking and VAWC including capability building to its members and other stakeholders.**Gaby B. Keith
