BAGUIO CITY – The Department of the Interior and Local Government (DILG) Cordillera oriented a total of 200 participants composed of personnel from the DILG Regional Office, DILG City/ Provincial Office (Program Managers, Cluster Heads, Focal Persons, C/MLGOOs and PEO IIs) and the City/Municipal Engineer, Engineering Office Technical Staff, SubayBayan Encoder from the cities and municipalities in the Cordillera to advance its approach in measuring local governance performance enabling more efficient tracking and measurement of progress through Results – Based Monitoring and Evaluation (RBME) of Local Government Unit Infrastructure Projects (RLIP).
The said orientation aims to orient the personnel of the LGU and Provincial Offices who will help relay acquired knowledge to LGUs under their respective areas of concern.
The orientation includes the proper filling up of forms needed for the encoding of the infrastructure projects in the SubayBayan; the discussion on the RLIP Guidelines, Roles and Responsibilities; the RLIP implementation Process; RPMEs Forms, Logical Framework and Project Brief, and Enrollment and Encoding of LGU Infrastructure Project in SubayBayan.
“On the DILG Memorandum Circular 2022 – 050, the Department advances its approach in measuring local governance performance to enable more efficient tracking and measurement of progress through the RLIP.” said Local Government Capacity Development Division OIC Chief Kristoffer Dave Alvarez.
OIC DC Alvarez added that the DILG shall also strengthen the local project monitoring committees tasked to assist the LGUs to assume greater roles and responsibilities in the monitoring and evaluation of the infrastructure projects devolved in its localities.
“In the provision of FY 2022 General Appropriations Act (GAA) Special Provision No. 4, the DILG, in the exercise of its supervisory power, shall monitor and evaluate the performance of the LGUs in the implementation and management of all infrastructure projects through the use of RBMEs.” said OIC DC Alvarez
He reiterated that RBME will focus on the results under the devolved system through emphasis on results or the outcome and impact of the programs and projects.

Based on the DILG Memorandum Circular No. 2018-114, SubayBayan or Subaybayan ang Proyektong Bayan is the official platform of the DILG in monitoring and reporting the progress of implementation of all locally-funded projects administered by the Office of Project Development Services (OPDS).
Subaybayan is a monitoring system by DILG that covers all locally-funded projects and includes geo-tagging, map integration, physical and financial monitoring graphs, reports and other useful analytical tools to easily manage and monitor all projects’ financial and physical data recorded.** BLM/DILG CAR
