The board members of District 1, at least the 3 members who hails from the eastern municipality of Paracelis will now occupy three rooms at the first floor of the unfinished legislative building at the Bilibid compound located at Upper Barangay Caluttit.
Board Member Cario Tamang was the first to occupy a room after it was blessed by Fr. Bento Tamang last July 26, 2016. The other board members will follow soon.
The three storey legislative guest house is programmed to accommodate all the members of the Provincial Board according to Engr. Ben Wadwadan, a personnel of the Provincial Engineering Office.
Only the first floor is finished and is ready for occupancy. The second and third floors are still to be constructed with only the posts standing holding the rooftops.
Allegedly, the total amount used for the unfinished building is P14 million, with the completed first floor funded in the amount of P5 million from the 20% provincial Development Fund and the rest from the proceeds of the loan of the province from the Land Bank.
Although the first floor is ready for occupancy and is the first phase of the project that was already paid, the whole structure has only been paid partially.
It was learned that the loan proceeds of the province have not been released by the bank and was cited as a reason why the second phase of the building is not paid fully.
The funding for construction of the building was the initiatives of the District 1 board members in 2012. The construction started in 2014.
It was also gathered that the legislative guest house building, once completed, will accommodate the eight regular board members plus the vice governor and the mandated representatives of the Provincial Councilor’s League, the Liga ng mga Barangay, and the Samahang Kabataan.**Roger Sacyaten
