BAGUIO RECORDS CASES OF ANIMAL CRUELTY DESPITE RA 8485’S
IMPLEMENTATION
The Baguio City Police Office (BCPO) has recorded five cases of animal cruelty this year, despite the strict provisions of The Animal Welfare Act of 1998, or Republic
Act No. 8485, as amended by RA 10631. On the same period last year, three cases were tallied in the city.
Reports indicate that the cases involved the use of dog meat as “pulutan,” a dish served alongside alcoholic beverages. While the cultural nuances surrounding dog meat consumption are acknowledged, complying with national laws that promote humane treatment and responsible care for all animals is paramount.
RA 8485, as amended by RA 10631, emphasizes the responsible and humane treatment of animals to prevent cruelty and ensure their welfare. Apart from cruelty and killing of animals, it also prohibits neglect and abandonment, illegal trade of animals, animal fighting, animal experimentation without permits, and breeding without proper care.
While Baguio City Mayor, Hon. Benjamin B Magalong, has ordered for intensified implementation of the Act, BCPO City Director, PCOL FRANCISCO B BULWAYAN, JR., calls for public cooperation. “We are deeply concerned about the persistence of these cases despite the laws in place. The protection of animals is a shared responsibility, and we urge the public to respect and abide by the legal prohibitions,” he said.
Significantly, the BCPO is open for coordination with the City Veterinary and Agriculture Office (CVAO) and animal welfare advocacy groups for the successful enforcement of this endeavor.
Residents of Baguio City are encouraged to educate themselves about the Animal Welfare Act and to participate in local initiatives aimed at protecting animals from cruelty and exploitation.

KOJC leader and his members continue to defy the rule of law
During the ongoing law enforcement operation for the arrest of Pastor Apollo Quiboloy, the members of the Kingdom of Jesus Christ (KOJC) in Davao were caught on video committing unlawful acts and disrespect against the operatives. These actions include throwing stones, using a backhoe to dump soil onto police vehicles, using laser beams on choppers which endangers operatives’ monitoring activities, and even hurling containers of urine at law enforcement officers.
These acts fully documented in videos and widely covered in the news, are clearly manifestations of the dangerous influence and brainwashing exerted by the KOJC. It is evident that these members have been manipulated to the point where they no longer respect the rule of law, behaving in ways that are worse than what common criminals do. The very principles of morality and justice that the KOJC claims to uphold have been grossly violated by these individuals.
The PNP is conducting a thorough investigation and to ensure that all those responsible shall face the full consequences of their actions. The overwhelming evidence from videos and media reports leave no doubt about the severity of these offenses. Pastor Quiboloy should face the charges against him, especially since a warrant for his arrest has already been issued. Enforcing the legal process is the right course of action in addressing this issue and upholding the principles of justice.
This incident serves as a stark reminder of the dangers of unchecked influence and the importance of adhering to the rule of law. As citizens and members of a religious community, KOJC members should be setting an example of lawful and ethical behavior, not engaging in acts that threaten public order and safety.
The community and authorities alike must take a firm stand against such unlawful behavior, especially when it is driven by manipulation and misinformation.
