Permits to carry firearms, transport and purchase of explosives/ingredients
suspended in Abra
The Chief PNP approved the suspension of all Permits to Carry Firearms Outside of Residence (PTCFOR) and Permits to Transport and Purchase of Explosives/ Explosive Ingredients (PTTPEEI) in Abra.
This is in response to the request of Cordillera Administrative Region PNP Regional Director, PCSupt Edward E Carranza, to ban the transport of firearms and explosive ingredients due to the scheduled series of events in the province. This is a part of security preparations to enhance the safety and security of all athletes, including local and foreign tourists who are expected to attend the activities.
The memorandum from the Chief, PNP specifically provides that the suspension of the PTCFOR and PTTPEEI shall take effect on the following dates: Cordillera Administrative Region Athletic Association (CARAA) meet- for a period of six days from February 4-9, 2019, Bangued Town Fiesta— for a period of four days from February 23 to 26, 2018, and Kawayan Festival– for a period of 9 days from March 1 to 9, 2018.
Only members of the PNP, AFP and other Law Enforcement Agencies (LEAs) who are performing official duties and in agency prescribed uniforms will be allowed to carry firearms. This is to ensure that the aforementioned events/celebrations would be free from firearm-related incidents.
The ban will be implemented immediately in consonance with the enhanced managing police operations in close coordination with the AFP, other LEAs and LGUs.
Rescued miner
At 9:45 AM of February 4, 2018, a miner identified as Gilber Po-ol Simon, 69 years old, single, native and resident of Purok 2, Loacan, Itogon, was retrieved alive by the residents, miners and barangay officials of Loacan, Antamok, Itogon, Benguet.
Investigation revealed that on February 2, 2018 at about 1:00 PM, the victim proceeded and entered alone his mine tunnel at Taktak 06, Antamok Mining Pit, Loacan, Itogon, Benguet to get his mining tools when suddenly the tunnel collapsed and he was trapped inside. His nephews, Ferdinand Simon and Ryan Robinson, came to knoww of the incident when they were looking for the victim at the tunnel at about 7:00 AM of February 4, 2018. They asked helped from residents of Loacan, Antamok and at about 9:45 AM he was rescued and rushed to BGHMC. He was treated for dehydration.
Shooting incident
On February 1, 2018 at about 7:40 PM, Bangued MPS received a report regarding a shooting incident that transpired along Barikir, Zone 5, Bangued, Abra particularly beside 5J’s Wagwagan owned by the victim identified as Veronica Cabañero Leones, 60 years old, separated, businesswoman, and presently residing at Sitio Bliss, Brgy. Angad, Bangued, Abra. Initial investigation disclosed that at about 7:15 PM of same date, the victim together with her daughter Jackie Leones and her granddaughter Geniva Melody Leones, were fixing things at the back of her red Toyota Innova with plate no. AEA 7232 when the motorcycle riding suspects approached her and with no apparent reason shot the victim once on her face then immediately fled towards Sinalang bridge. The victim was rushed to the Abra Provincial Hospital for medical treatment while the suspects are the subjects of a manhunt. Firearm used is believed to be a caliber 0.45 as evidenced by a fired cartridge for the same caliber recovered at the crime scene by SOCO personnel led by PSI Calixto. Possible motive is land dispute. Investigation is still ongoing.
VTA
At around 9:00 PM of February 3, 2018, personnel of Tabuk CPS responded to a vehicular traffic accident that transpired along the Provincial Road, Barangay Appas, Tabuk City, Kalinga particularly in front of JCBC site involving a Toyota Fortuner, colored white, bearing plate no. ZKP 401 driven by Mike G. Malao, 46, married, government employee, and a resident of Brgy. Laya West, Tabuk City, Kalinga and a Honda XRM 125 motorcycle colored black, bearing Plate No. 9281 BC and driven by Marlon Dogyawen Ayochoc, 15, single, out of school youth and resident of Conner, Apayao.
Initial investigation disclosed that the Fortuner was traversing the road heading north direction when the MC coming from the opposite direction encroached on the other lane and accidentally collided (head on) with the incoming vehicle as shown by the position of the two (2) involved vehicles which was preserved by the Tabuk CPS SWAT team who were the first responders in the area including the debris coming from the vehicles involved. As a result of the impact, the MC rider was thrown six meters away from point of impact and later rushed by the Tabuk CDRMMC ambulance to the Kalinga Provincial Hospital but was declared dead on arrival by the attending physician while the driver of the Fortuner was not injured. The involved vehicles incurred heavy damage and were brought to Tabuk City Police Station for proper documentation and temporary custody.
