Direct assault
At about 9:20 PM of May 7, 2018 inside Akira Bar located at Assumption Road, Baguio City on complaint of P01 Leo Fernandez Marrero ll, 28, single, with postal address at # 173 East Quirino Hill, Baguio City and presently assigned at City Mobile Force Company (CMFC), BCPO against the suspects Kimberson Palgue Palacyang, 25, single, 2nd year LLB student, unemployed, presently residing at BED # 085 Samoyao, Alapang, La Trinidad, Benguet and Jeffrey Cal-is Menzy, 18, single, Grade 12 student with postal address at Garisson, Ucab, Itogon, Benguet.
Personnel of CMFC were conducting operation Bakal/Sita at the above mentioned place of incident when one waiter of the bar informed P01 Marrero ll that the group of persons occupying one table seemed to be having a misunderstanding with each other. PO1 Marrero approached them purposely to verify the allegation of the waiter but the group failed to answer and when PO1 Marrero was about to leave, he noticed a female crying at the other table near the suspects that prompted him to ask why she was crying. However, suspect Palacyang intervened and uttered disrespectful words while repeatedly poking his right index finger at the chest of the complainant then pushed him twice. Because of his actuation complainant called his companions for back-up then arrested the suspect. When the suspect was about to be brought to Police Station 7, his companion Jeffrey Cal-is Menzy suddenly stood up and also uttered disrespectful words to the arresting officers prompting them to arrest him also. While inside the police station, the suspects struggled and punched SP01 Rolando Bernal, PO3 Facunla and PO1 Marrero but were pacified by other police officers.
Unity walk and peace covenant
About 701 candidates for the Barangay and Sangguniang Kabataan Elections in the Municipality of Mayoyao participated in a unity walk and peace covenant signing last April 30, 2018.
It was organized by the Mayoyao Municipal Police Station under the leadership of Police Senior Inspector Michael Maslang Dangilan in partnership with the Commission on Elections, Department of the Interior and Local Government, Philippine Army-CAFGU, the private sector, and religious groups.
“This aims to encourage the candidates to express their commitment to ensure a safe and peaceful election through an integrity pledge and peace covenant signing,” Police Senior Inspector Maslang said.
For her part, Election Officer Stella Marie B Dulnuan reminded all the candidates on the rules and regulation in campaigning which will start on May 4 until May 12. Members of religious groups and civil society also gave their guidance to the election candidates.
Candidates from the 27 barangays committed themselves to support a Secure and Safe Elections 2018 by signing the peace covenant and pledged to abide by the tenets of our constitution, election laws, rules and regulations and that they shall respect the norms of conduct expected from a public servant and to run a clean campaign, observing fairness, decency, honesty and good faith.
Reckless imprudence resulting in death and injuries
On May 6, 2018 at around 11:00 PM, a case of reckless imprudence resulting in homicide and multiple physical injuries with damage to properties transpired along Lower Tomay, Tawang, La Trinidad, Benguet, and reported to La Trinidad MPS at about 11:20 PM of same date. Vehicles involved were Vehicle A, a Honda motorcycle, with plate no. NE 18085, driven at the time of incident by Arnold Depaynos Sumahey, 35, married, laborer, with his back passenger Jorison Depaynos Sumahey, 28, single, laborer, both are residents of Adavong Kaponga, Acop, Tublay, Benguet. The driver has Driver’s License at that time of incident; Vehicle B, a Honda CFT 125MRCJ motorcycle, with conduction sticker no. 140110, registered under the name of, and driven at the time by, Godfrey Wasit Quela, 37, single, laborer, and resident of no. 075 Camp Dangwa, Alapang, La Trinidad, Benguet, holding a student permit no. A0117S10847 with his back passengers Mary Jane Moresto Gonzales, 30, married, resident of MB-E24 Lamtang, Puguis, La Trinidad, Benguet; and Erickson Cupido Plan, 33, single, laborer, and resident of Alapang, La Trinidad, Benguet.
Investigation showed that involved vehicles came from the direction of Tomay, La Trinidad, Benguet heading south. While going downhill, Vehicle B swerved to the left then it came in contact with Vehicle A causing both vehicles to swerved to head to the gutter, then they crushed on the unpaved road. The drivers and their passengers were rushed by the La Trinidad mobile 36 to the BeGH. Mary Jane M. Gonzales was declared Dead on Arrival (DOA) by the attending physician, Dr. Odlanyer Videz. Involved drivers together with their passengers were observed to be under the influence of liquor at the time of incident. The driver of Vehicle A was temporarily detained for safe keeping at La Trinidad Main Police Station while the driver of Vehicle B was admitted at the said hospital. Both involved vehicles were temporary impounded at the La Trinidad MPS, prior to the disposition of the case.
