Three kidnappers fall
Three kidnappers were arrested in a hot pursuit operation after they failed to abduct a minor at Balinciagao, Norte, Pasil, Kalinga at about 9:00 PM of July 24,2018.
Responding personnel of Pasil MPS, KPPO promptly acted on a complaint of a minor victim, an 11 year old, grade 6 pupil of Balinciagao Elementary School and a resident of Simangan, Balinciagao Norte, Pasil, Kalinga, of an attempted kidnapping whose abductors were identified as John Rey Beatingo Pedrosa, 29, resident of Sta. Rosa, Laguna, Michael Paez Perilla, 28, with postal address at Batuhan, Pola, Oriental Mindoro, and Ronald Gapuen Melanis, 43, resident of Pangi, Matnog, Sorsogon.
During the investigation the victim recounted that suspects were on board a 6-wheeler container van truck with plate no AAQ 7628, and traversing the Abra-Kalinga road particularly at the vicinity of Balinciagao Norte, Pasil, Kalinga, when they tried to grab and pull him inside their truck. However, the victim was able to run away from his abductors.
Operating police personnel conducted a hot pursuit operation that led to the immediate arrest of the suspects.
Further investigation shows that the container van truck used by the suspects is owned by CHER-VIEW MANNA CORP with business address at N. Valderrama St., Siniloan, Laguna.
The four arrested suspects are now facing charges of Attempted Kidnapping of a minor.
Alleged rape
A case of alleged rape was reported to Luna MPS around 2:20 AM of July 23, 2018 by the mother of the victim that transpired around 11:00 PM of July 22, 2018 at Brgy. Sta. Lina, Luna, Apayao. The victim was identified as “MARIMAR” (not her real name) 16, single, Grade 11, student, and resident of Luna, Apayao. The suspect was identified as Mark Joseph Orbosis Santos, 19, single, student, and resident of Sta. Lina, Luna, Apayao.
Investigation disclosed that prior to the incident, the suspect sent a text message to the victim using a cellphone number telling her to unblock his saved number. The suspect called the victim and threatened her that if she will not go to the house of the suspect he will be going to show her nude pictures to her mother prompting the victim to proceed to the house of the suspect. Allegedly, when the victim was at the house of the suspect, she was grabbed by the suspect to his room and showed pictures holding an alleged sachet of shabu and pornographic pictures. Thereafter, the suspect forcibly removed the clothes of the victim, but the latter shouted “PADASEM”. The suspect forcibly grabbed and pulled the victim’s hair causing her to lost her balance and lied on the floor. The victim averred in Ilocano dialect quoted “IPULONG KA KEN MOMMY”, but the suspect rebutted “ANA PAGPANGPANGAS MO TA MOMMY’M NGA KAGAWAD”. The suspect went on top of the victim, pulled the legs apart and tried to insert his penis into her vagina but the victim resisted.
The victim resisted but the suspect further pulled her hair, grasped her hands, and raped her. After which, the victim immediately wore her clothes and ran out from the house of the suspect towards the street. The victim was able to call her friend Jowie Du through cellular phone to quote “UMAY NAK KITAN TA NARAPE NAK”. The suspect followed the victim on the street and saw her calling someone. The suspect got and turned off the cell phone and pulled the victim back to the house and raped her again. After the suspect satisfied his lust, the victim left the suspect and called her friend Jowei Du. The suspect was arrested by responding personnel of Luna MPS.
PROCOR neutralizes new carnapping group
Police Regional Office Cordillera successively arrested the leader and financier of a carnapping group operating in the City of Baguio and province of Benguet and another carnapper and two buyers of stolen motorcycles, and recovered 14 stolen motorcycles in a 3-day continuous operation.
Initially, two suspects identified as Josete Longbabe Carantes, 22, a resident of Lubas, La Trinidad, Benguet and Jerson Mariano Remegio, 20, a resident of San Pascual, Tuba, Benguet were arrested on July 21, 2018 at Topdac, Atok, Benguet while their two other cohorts evaded arrest. Four motorcycles were recovered from them. .
The arrested suspects identified their two other companions as Merlon Inso Thomas, 31, the financier, buyer, and distributor of stolen motorcycles, and Reymund Sudkey Wayas 32, farmer, who were arrested in their residents at Topdac, Atok, Benguet on the same day. Two dismantled motorcycles were also recovered from them.
Prior to their arrest, joint operatives of La Trinidad Municipal Police Station led by the Chief of Police, PCINSP BENSON B. MACLI-ING, personnel of BCPO Station 7 led by PCI MARLON EVASCO, BCPO Station 10 led by PSI DE VERA and members of the Hi-way Patrol unit collaborated and initiated successive operations and in-depth investigation regarding an alleged series of motorcycle theft in La Trinidad, Benguet and Baguio City.
In a follow-up operation at Apugan, Tuba, Benguet, another suspect, Jay Juan Rivera, 30, laborer, and a resident of Irisan, Baguio City was arrested after a reported stolen motorcycle was recovered from his possession, while on the same day, one Rouser, one RUSI and one Yamaha motorcycles were further recovered at the house of Thomas at Topdac, Atok, Benguet.
On the following day, July 22, 2018, operatives conducted continuous manhunt operation at Apugan, Baguio City, that led to the arrest of Ronell Inso Salipan, 28, a resident of Pula, Apugan, Baguio City and the leader of the newly identified carnapping group operating within Baguio-Benguet. He was the cohort of Carantes, and Remegio who evaded arrest on July 21, 2018.
On the other hand, PCI Macli-ing negotiated with George Neupe Bay-osan, Lupon member of Topdac, Atok, Benguet through phone call, for him to convince his three constituents to surrender three (3) carnapped motorcycles which were allegedly sold to them by Thomas. As a result of the negotiation, one (1) Rouser 160cc colored red/black, one (1) Rusi 150cc colored yellow/black and a Yamaha 150 colored black motorcycles were turned over to the authorities.
Four counts of carnapping were filed by the operatives against Carantes; Remegio; Salipan and Thomas with no bail recommended. While a case for Violation of PD 1612 known as Anti-Fencing Law was filed against Revira and Wayas with recommended bail bond amounting to Php34,000.00 and Php26,000.00, respectively.
Another two counts of carnapping was filed against Carantes, Remegio, Salipan, Thomas, a certain Kethley/Keith Lee and a Jane Doe.
All arrested suspects and seized motorcycles are now under the custody of the concerned operating units.
The neutralization of the members of this group led to the solution of a series of motorcycle theft incidents within Baguio and Benguet.
