Rebellion
At about 11:00 AM of July 3, 2017, in Brgy. Calaba, Bangued, Abra, joint personnel of PIB, PIDMB, RID, RPSB, RIU-14, MIG-1, ISAFP, CIDG-Abra, PPSC and Bangued MPS arrested Arnel Gupaal Balucas a.k.a. Layab, 41 years old, married, former rebel, contractual employee of the operation division of DAR-Abra and a resident of Brgy., Bangilo, Malibcong, Abra by virtue of a warrant of arrest issued by Hon. Corpus B. Alzate, Presiding Judge, RTC Branch 2, Bangued Abra for the crime of Rebellion docketed as CC No. 2007-114, no bail was recommended.
Subject person was no. 1 provincial most wanted person.
Recovered carnapped vehicle
On July 4, 2017 at about 9:30 AM, personnel of Mankayan MPS conducted a “checkpoint” in Poblacion, Mankayan, Benguet where they intercepted a gray Tamaraw FX with plate number TRA 632 driven by a minor (name withheld), 13, and a resident of Posong, Buguias, Benguet with two other male minors, both 14, and both residents of Modayan and Togtogyon, Buguias, Benguet.
Investigation disclosed that the three minors came from La Trinidad, Benguet on board said vehicle they had stolen in Buyagan, La Trinidad, Benguet. The carnapped vehicle was turned over to SPO2 Mario Pol-ocan (IOC) of La Trinidad MPS on July 4, 2017 at around 3:00 PM while the 3 minors were turned over to MSWD Buguias.
Rape
Please be informed that on July 3, 2017 at about 6: 00 PM, personnel of Tuba MPS arrested Virgilio Segundo Estolas, 55, married, teacher by profession and presently residing at NHA, Tadiangan, Tuba, Benguet for alleged violation of RA 8353 (Rape) and RA 7610 committed in the morning of July 3, 2017 at NHA Tadiangan, Tuba Benguet on complaint of a female minor whose IQ is like that of a three year old and 10 months. The case was filed before the Provincial Prosecutor’s Office.
Amazon and high powered firearms seized during encounter in Boliney, Abra
An amazon was captured after an hour of firefight between members of the Philippine Army and more or less 30 armed NPA members of the Kilusang Larangang Guerilla North led by Alya Payas at Sitio Tinalban, Brgy Kilong-olao, Boliney, Abra at around 3:30 PM of July 1, 2017.
A member of the NPA wose alias is Joana sustained multiple gunshot wounds and was captured. Also recovered were three (3) M16 rifles; two (2) M14 rifles; one (1) M203 grenade launcher; fifteen (15) backpacks with subversive documents; two (2) hand held radios; eight (8) cellphones; One (1) pocket wifi; medical paraphernalia; and other personal belongings.
There was no reported casualty on the government side while an undetermined number of NPAs were injured.
At present, joint pursuit operations is being conducted by the police and Philippine Army along the vicinity of Boliney, Abra while checkpoint operation were also established in all MPS and nearby barangays and provinces to block all possible exit routes of the suspects.
Joana was one of those who raided the Malibcong MPS on March 12, 2017 and carted away assorted firearms while said MPS was undermanned. She is now confines at the Abra Provincial Hospital.
Two watch-listed drug personalities nabbed in Baguio
The Philippine Drug Enforcement Agency in the Cordillera together with local police arrested yesterday two watch-listed drug personalities in separate sting operations in Baguio City.
First to fall Thursday was Edgardo Divina Covacha, 52 years old, member of a local drug group and presently residing at Irisan, Baguio City.
He was arrested along Leonard Wood Road, Baguio City for selling three heat-sealed transparent plastic sachets containing suspected shabu to an anti-narcotics agent.
Covacha yielded P3,000.00 buy-bust money and a mobile phone upon his arrest.
Next to be collared a few hours after is Christian Louie Refugio Lapitan, alias Louie, 26 years old, a member of another local drug group and a resident of Upper Fairview, Baguio City.
Lapitan was nabbed late last night at Campo Filipino, Baguio City for selling a heat-sealed transparent plastic sachet containing suspected shabu weighing more or less five grams to an undercover agent.
The buy-bust team recovered from Lapitan the P15,000.00 money used during the operation.
They are now detained at the Baguio City Jail.**
