Former Cop Nabbed for Drugs in Baguio

A former member of the Philippine National Police was arrested last night by anti-narcotics agents from the Philippine Drug Enforcement Agency Baguio Unit and local police during a sting operation along Laubach Road, Baguio City.
Carlos Salviejo Lagayan alias Mang C, 69 years old, resident of Slaughter Compound, Baguio City and a former Senior Police Officer 4 of the PNP was arrested for selling two transparent plastic sachets containing suspected shabu worth P20,000 to a poseur-buyer.
Upon his arrest, Lagayan yielded four more sachets containing suspected shabu and the buy-bust money.
It can be recalled that Lagayan was previously arrested when he was still active in service for violation of Republic Act Number 6425 or the “Dangerous Drugs Act of 1972”. He was convicted by the lower court but was acquitted on appeal.
The suspect is temporarily detained at the PDEA-CAR jail facility pending the filing of appropriate cases for violating Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs) of Republic Act Number 9165 otherwise known as the “Comprehensive Dangerous Drugs Act of 2002”.
His arrest shows that Lagayan did not stop his illegal drug activities despite his acquittal of a previous case for drug peddling.
Theft and extortion
On January 20, 2018 at around 9:00AM, Tom Andrew Ramirez Gatdula, 18, single, student and a resident of Block 1, Lot 35, Don Eulalio St., Villa Lina, Tenejero, Balanga City, Bataan, called PS3, BCPO through cellphone and reported that on January 18, 2018 at around 2:00PM, he forgot his black I-phone 5SE worth Php15,000.00 pesos and his sling bag containing black leather wallet where he kept his non-professional driver`s license and 2,540 pesos cash at the waiting shed between Outlook Drive and Pucsusan Road, Baguio City. He went back at the said waiting shade after about three minutes but the items were no longer there. He was able to locate the sling bag without any content approximately 200 meters away from the waiting shade. Investigation disclosed that the complainant had a field trip with other students in Baguio City and they were about to go back to Bataan in the afternoon of January 18, 2018. The complainant went home to Bataan without reporting immediately the incident to the police because he could not determine the time of their departure. In the morning of January 19, 2018, the complainant received a message in his facebook from a certain Kim Rusty Ibusag of Kias, Baguio City that the latter has in his possession the cellphone and driver`s license and demanded 10,000 pesos for the return of the items. The complainant then sent an initial amount of 2,000 pesos to be picked up by Kim Rusty Ibusag through Genesis Bus then coordinated with the personnel of PS3, BCPO. Personnel of PS3, BCPO conducted a follow up operation in coordination with the complainant and they were able to arrest the persons who received the money from the bus crew and who likewise gave to the latter the driver`s license and cellphone of the complainant. One arrested male suspect was identified as Kim Rusty Ibusag y Libungan, 26, single, unemployed, and a resident of No. 22, Loakan, Baguio City while his companion is a female minor. Case is for inquest proceeding.
Shooting incident
At around 11:15 AM of January 22, 2018 at Barangay Magnao, Tabuk City, Kalinga, a hot pursuit operation was conducted by a joint trackers team of Tabuk CPS and Kalinga PMFC that resulted in the arrest of the suspect identified as Glen Ganagan Macocay a.k.a. “Mullat” (not Glen Mullat Macocay aka “Mullat” as previously reported), 22 years old, single, farmer, resident of sitio Tudoy, barangay Guilayon, Tabuk City, Kalinga.
Initial investigation disclosed that in the afternoon of January 21, 2018, before the shooting incident transpired, the victim with some barangay officials went to Purok Center of Sitio Tawang, Guilayon, Tabuk City, Kalinga for a case settlement committed by a barangay kagawad and a tanod for a violation of a barangay ordinance. As per witness’ account, they waited but none of the respondents showed up. The victim and the barangay officials were about to leave when all of a sudden, the suspect who was allegedly under the influence of liquor appeared and approached the victim utterig some unsavory words and shot the victim twice using an unknown short firearm. Thereafter, the suspect fled the scene while the victim was immediately rushed to the Kalinga Provincial Hospital at Bulanao, Tabuk City, Kalinga but died hours later while undergoing medical treatment.
Further investigation revealed that the suspect had a long personal grudge with the victim. The arrested suspect is now under the custody of Tabuk CPS for documentation while the appropriate case is being prepared against him.
Another shooting incident
On January 24, 2018 at around 1:30AM at the Mega Tower Two Hotel, Tecson Street, Salud Mitra, Baguio City, an unidentified man surreptitiously entered the hotel and was shot to death with the use of a caliber 38 revolver by the duty security guard, Danilo Sampaga Jr. y Pagaduan, 33 y/o, a resident of Km. 4, La Trinidad, Benguet. The incident was reported to PS-3 at around 1:40AM of same date. Investigation disclosed that the deceased with another unidentified man entered one unit at the second floor of the hotel. One of the occupants reported the matter to the desk officer of the hotel who called the attention of the security guards. Danilo Sampaga Jr. y Pagaduan who saw the two intruders escape from the window, shot one of them twice while they were running over the concrete wall of the adjacent building. The deceased fell from the wall approximately eleven feet high. Personnel of station 3 led by PSI JULIUS BASINGA and an emergency medical service led by Irene Obien responded and recovered the lifeless body of the victim. A SOCO team led by PCI JULIE V. CENTENO processed the crime scene. The victim sustained gunshot wounds on his right shoulder blade and right foot. Case is under follow up investigation.
Grenade explosions claim 2 lives
Two PNP personnel were killed due to a hand grenade explosion during the fireworks display in celebration of the town fiesta of La Paz, Abra on January 25, 2018.
At around 1:30 AM, while the people were gathered at the town Plaza of La Paz to witness the fireworks display, an explosion was suddenly heard which coincided with the fireworks display killing PO3 Carlos Baccali Bocaig and PO2 Frenzel Buneng Kitoyan, both members of the Abra PPO PMFC.
Also, wounded were Congressman Joseph Sto. Niño B. Bernos, his wife, La Paz Mayor Menchie B. Bernos; Acting Chief of Police of La Paz MPS PSI Apdilon C Galong, PO2 Richard Basiag, 41 who is assigned at Danglas MPS, Barangay captain Darroll Azdi B. Gonzales, 32; Marc Rowjan Beronilla, 24, a resident of Poblacion, La Paz, Abra; Diosdado Mina, 18, cameraman; resident of South Poblacion, Bucay, Abra; Jayson Bernabe T. Zales, 35, a resident of North Poblacion, Bucay, Abra;Ryan Jun Camacho Marasan, 37, a resident of Zone 3, Bangued, Abra;Benedicto Doque Jr., 32, a resident of Brgy Talogtog, Dolores, Abra;Eva Marie Panagtay Sales, 38, a resident of Poblacion, Peñarrubia, Abra;Juanito Zales, 37, a resident of Brgy Siblong, Bucay, Abra; Aira Cortez, 17 years old, native of Dolores, Abra; and Leyze Rose Pe Benito, 23 years old, teacher at Queen of Peace High School, La Paz, Abra, a resident of San Jose Norte, Manabo, Abra.
As per initial investigation, the unidentified suspect possibly joined the crowd then when the fireworks display started, he threw two MK2 fragmentation hand grenades near the stage where the victims were located as evidenced by the 2 levers of alleged MK2 fragmentation hand grenades which were recovered by the SOCO and EOD teams.
Abra PPO alerted all adjacent municipalities to conduct checkpoints for the possible arrest of the perpetrator while a Regional Special Investigation Task Group (RSITG) headed by DRDO PCSupt Sterling Raymund Blanco was activated to conduct a focused and exhaustive investigation to facilitate the speedy resolution of the case. The perpetrator/s are yet to be identified and motive is still to be determined.
