Gov’t forces encounter CPP/NPA rebels in MP
Soldiers from the 54th Infantry (Magilas) Battalion encountered a number of Communist Party of the Philippines (CPP)/New People’s Army (NPA) cadres of the Leonardo Pacsi Command (LPC) around 5:40 in the afternoon of October 29, 2017 at Brgy Dalican, Bontoc, Mountain Province.
The encounter that lasted for 25 minutes led to the discovery of an enemy encampment just about a mile away from the community and it appeared that the rebels were planning to sabotage the on-going concert event in Sagada, Mountain Province.
Government forces believed that the NPAs incurred casualties but were taken away by their comrades who managed to escape while there was no casualty on the government side.**CMO 54IB
PDEA Destroys P15M-worth of Weed in Kalinga
Anti-narcotics agents from the Philippine Drug Enforcement Agency Cordillera together with PDEA Region 1 and the Philippine Army conducted a marijuana eradication operation at Sitios Talin and Pugo, Tulgao West, Tinglayan, Kalinga last October 27.
It resulted in the destruction of 74,452 pieces of fully-grown marijuana plants that were cultivated in a 13,057 square meters of land worth Php15,310,000.00 were burned on site while no cultivator was arrested.
The operation dubbed “Oplan Chill” was enforced a few weeks after the House Committee on Health endorsed House Bill Number 180 or the proposed Philippine Compassionate Medical Cannabis Act for the legalization and regulation of the medical use of marijuana.** PDEA-CAR
Rape
On October 28, 2017 at about 5:30 PM, a case of Rape was reported to PS3, BCPO by a female minor (name withheld), 14 years old, and resident of San Carlos Heights, Irisan, Baguio City, who was accompanied by her mother. The incident transpired at about 5:00PM on October 27, 2017 at the Botanical Garden, Baguio City. The suspect was identified as Marcel June Dona-al Ramos, married, 24 years old, Security Guard at the Botanical Garden under Interlink Security Agency, native of Tabuk, Kalinga and resident of No. 101 Lopez Jaena, Aurora Hill, Baguio City.
Allegedly, the victim was with her boyfriend dating at the Botanical Garden when they were accosted by the suspect and accused them of public scandal and requiring them to pay a fine of Php30, 000.00 or they will be brought to Silungan Center. The victim with her boyfriend were both instructed to stay and wait for the mobile, but they fled and rode a passenger jeepney towards CBD. Due to traffic, the suspect was able to follow them, they then alighted from the jeepney and ran, but the suspect was able to catch the victim. The suspect then brought the victim to a distant part of the park then talked to her. The victim begged the suspect to release her but the suspect proposed a deal that he would release her if she wiould have sex with him. The victim refused and begged to be released but the suspect did not listen then raped her.
Pertinent documents are being prepared for the filing of a rape case.
Drowning incident
On November 2, 2017 at about 8:00 AM, Mrs. Fatima Lagayon, MSWD of Pinukpuk, Kalinga called the assistance of Pinukpuk MPS informing that the cadaver of a boy was found along Saltan River particularly in Sitio Liplipoken, Brgy. Malagnat, Pinukpuk, Kalinga which was later identified as that of Arman Baggas Valera, 7 years old, a resident of Barangay Aciga, Pinukpuk, Kalinga.
Initial investigation revealed that at around 5:00 PM of November 1, 2017, the victim together with his cousin, Eden Mae Baggas, 19 years old, single and a resident of same place were crossing the Aciga Creek but Ms. Baggas accidentally slipped and lost her hold on the hand of the victim and was subsequently carried away by the strong current and drowned. The victim’s cadaver was found the following morning and was immediately brought to Pinukpuk District Hospital for post mortem examination.
Direct assault and usurpation of authority
A case of Alleged Direct Assault Upon an Agent of a Person of Authority and Usurpation of Authority transpired at about 5:30 PM of November 2, 2017 at 1300 Level, Poblacion, Itogon, Benguet on complaint of PO2 Bryan Tinag Castro, 29, and presently assigned at Itogon MPS against Charles Lumiwan Liaban, 27, single, construction worker, a native of Wagud, Pinukpuk, Kalinga and temporary residing at Oracion St., Purok 3, Dontogan, Green Valley, Baguio City; Sherwin Gudayon Agub, 20, single, construction worker, a native and a resident of Calaccad, Tabuk City, Kalinga; Gary Gudayon Taoweng, 23, single, construction worker, native and resident of Guesang, Ba-ay, Pinukpuk, Kalinga; and Victor Agustin Banggawan Jr. a.k.a. Onyol, 29, single, construction worker, a native of Asibanglan, Pinukpuk, Kalinga and temporary residing at Oracion St., Purok 3, Green Valley, Dontogan, Baguio City. Investigation disclosed that PO2 Bryan Castro responded to a reported commotion when he was attacked and mauled by the suspects despite his being in proper uniform. SPO4 Cosme P. Flores came to rescue but was also attacked and challenged by the suspecst until other personnel of Itogon MPS arrived and arrested the suspects. In the process, Victor A. Banggawan Jr. identified himself as a policeman and resisted arrest but he was subdued. Arrested suspects were brought to Itogon MPS for booking and documentation. Formal complaints are being prepared for filling at the prosecutor’s office.
