BAGUIO CITY – The Commission on Human Rights-Cordillera Administrative Region (CHR-CAR) will conduct a Capacity Building on Economic, Social and Cultural Rights (ESCR) for the Community-Based Dialogue (CBD) Cordillera Core Group members and other stakeholders on July 17 to 19 at Eurotel, Abanao Extension, here.
CHR regional director Romel Daguimol said the activity is part of his office’s efforts to institutionalize the project “CBD Sessions on Human Rights Between the Armed Forces of the Philippines, Philippine National Police, Civil Society Organizations and Local Communities” particularly in the Cordillera region through its various engagements in the past two years.
He disclosed, however, that the project has dwelt only on Civil and Political Rights concerns and issues.
In his letter to Mayor Benjamin Magalong, Daguimol is inviting members of the City Human Rights Action Team headed by city administrator Bonifacio Dela Pena and co-chaired by assistant city legal officer Melchor Rabanes to attend the three-day event.
The activity will tackle such topics as an overview of the CBD project; human rights and ESCR; state obligations, roles and responsibilities on ESCR; UN sustainable development goals; development support and security plan “kapayapaan”; PNP related policies and programs; thematic sessions on labor, Benguet vegetable industry and environment and disaster risk reduction.
Also to be discussed are Indigenous Peoples Rights including IP issues in CAR; Women’s Rights in the Cordillera women context; LGBT Rights in the Cordillera LGBT context; Persons with Disabilities Rights in the Cordillera PWD context, and more. Open forums, sharing of experiences and good practices will also be conducted.**gaby keith
